The EUGE is a Department of Homeland Security-funded Hazard Mitigation Planning project in Elmira, NY. The project goal is to develop a plan to maintain and restore current healthy trees and green areas to combat the effects of climate change and provide environmental justice in the Countys highest-ranked socially vulnerable districts. This activity will enhance and update Chemung Countys FEMA-approved Multi-Jurisdictional Hazard Mitigation Plan and help prepare the County and City of Elmira for future actions to address the impacts of climate change.
The Elmira Urban Green Equity (EUGE) Project Coordinator for Cornell Cooperative Extension Association of Chemung County will be responsible for the day-to-day management, organization, and coordination of all aspects of the Elmira Urban Green Equity Hazard Mitigation Grant. Primary responsibilities will include but are not limited to: coordination and implementation of the project, assistance in the management of administrative functions, and oversight of Elmira Urban Green Equity volunteers.
Program work will include; organizing the planning effort; reviewing current community policies, tools, and resources; researching and identifying hazard mitigation strategies and benefits of greening initiatives; researching and identifying site selection and planting list options; developing best practices for plant selection care, and maintenance; research and identify future funding sources and programs; conduct community outreach and education.
The Executive Director shall serve as the project supervisor. EUGE Project Coordinator will collaborate with CCE Chemung staff, local government, environmental groups, and community volunteers. They will facilitate community stakeholder input sessions, outreach and evaluation activities, and training and serve as a subject matter expert on climate mitigation and urban forestry. This position will work in diverse communities and settings across Chemung County. The candidate must be comfortable and able to communicate successfully with diverse audiences in urban, suburban, and rural communities utilizing various delivery methods.

POSITION DETAILS:
This position is a full-time, hourly position, 100% FTE, 37.5 hours per week. The hourly rate for this position is $25.80. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, NYS retirement, vacation, sick and personal leave. Required Qualifications:
+ Bachelors degree or Equivalent Education (Associates Degree and two (2) years transferrable program/functional experience).
+ Experience relevant to the role of the position.

Preferred Qualifications:

Responsibilities/Essential Functions:
Program Responsibilities:
Delivery - 5%
+ Utilize existing resources to provide hands-on workshops and educational presentations to the community and agencies about urban and community forestry, tree management, and urban forest health.
+ Deliver high-level educational workshops and trainings to increase the professional competencies of ISA Certified Arborists, Landscape Architects, and other professional industry members.
+ Teach the existing educational program as defined.
+ Assist in teaching innovative educational programs.
+ Work to foster acceptance of the Urban and Community Forestry program, methods, and policies while addressing community and individual needs and considering diverse audiences.
+ Provide Urban and Community Forestry educational program efforts via mass media.
+ Serve as subject matter resource in Urban and Community Forestry to staff, clientele and other groups as they are identified.
+ Represent Cornell Cooperative Extension before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery.
+ Conduct educational programs to impact audiences by utilizing a variety of educational methodologies.
+ Assist in ensuring program delivery is within the scope of the statewide and local Plan of Work
+ Cooperate with the entire Association and Environmental and Natural Resources Program staff to achieve Association program delivery goals.
Evaluation - 5%
+ Collect project evaluation data from program participants based on project framework as designed.
+ Assist in the interaction with various constituencies to obtain their evaluation of natural resource programs.
Administrative Responsibilities:
Direction - 5%
+ Provide input to supervisor to assist in planning the delivery of established project goals.
+ Provide input in planning the structure of delivering educational programs via various methods.
+ Assist the supervisor in the development of the Urban and Community Forestry Program budget based on established financial guidelines or procedures.
+ Assist the supervisor in the development of communications strategies for the Urban and Community Forestry Program.
+ Assist in developing communication strategies on EUGE project.
Management - 5%
+ Solve problems and resolve conflicts in the Elmira Urban Green Equity project utilizing appropriate CCE policies and procedures.
+ Provide oversight to EUGE volunteers in accordance with established policies, procedures and protocol.
+ Ensure EUGE project activities conform with the Associations Plan of Work and objectives of project and related funding sources.
+ Provide administrative support in guiding the implementation of the project budget, including; preparing and submitting expense reports, providing input to the supervisor for budget preparation, tracking and reporting stakeholder and volunteer time spent on project.
+ Make recommendations to supervisor regarding project budgetary needs.
+ Assist the supervisor in identifying future funding sources to sustain the effort.
+ Assist with grant writing in the natural resource program.
Coordination/Operation - 75%
+ Work with staff, community stakeholders, and volunteers on project and program activities.
+ Compile existing resources into educational program materials.
+ Implement established project schedule.
+ Coordinate the program implementation efforts, planning and activities for the Elmira Urban Green Equity Project.
+ Provide educational program efforts via traditional methods as well as mass media.
+ Recruit program participants.
+ Transport project participants, project materials and resources to project sites.
+ Assist in implementing a shared Association vision, building understanding around the mission and the advancement of the mission.
+ Conduct administrative tasks related to the EUGE project including but not limited to: program outreach, educational workshops and data entry.
+ Provide administrative support and hands-on assistance for community demonstrations as needed.
+ Coordinate and work with staff members, community members, volunteers, municipalities, businesses, and other local organizations to complete the activities of the EUGE.
+ Represent the EUGE project, Natural Resources Program and Cornell Cooperative Extension at community functions, meetings or events as appropriate.
+ Coordinate and submit appropriate grant or other funding proposals, including financial documentation that may be required.
+ Contribute to fulfilling reporting requirements for all relevant grants and contracts within established timeframes.
