Salary : $62,712.00 - $71,656.00 AnnuallyLocation : WhitehallJob Type: Full-TimeJob Number: 202200173Department: AdministrationOpening Date: 12/06/2024Closing Date: ContinuousPurpose of Position Under the general supervision of the County Administrator, the Emergency Management Coordinator/Grant Writer will design, implement, and coordinate an ongoing emergency management program, pursuant to applicable Federal, state and local laws, rules and regulations as outlined in Wisconsin State Statutes 323 and Trempealeau County Ordinances. Emergency management requires a strong ability to plan, anticipate challenges, and develop comprehensive strategies to address potential disasters. Equally important is fostering relationships and partnerships with community organizations, local governments, and regional agencies, creating a unified approach to safeguard lives and property during emergencies. The Emergency Management Coordinator/Grant Writer position will also provide leadership to helpto transform Trempealeau County through federal, state, and local grant opportunities, and strategic economic initiatives. Other duties may be required and assigned by the Sheriff.Emergency Management: Coordinates emergency management activities and programs for the County. Assists and coordinates with County, City, Village and Town elected officials and emergency management contacts in updating and compliance with their individual plans.Updates and maintains the Emergency Operation Plan (EOP) as required by the state.Ensures compliance with the National Incident Management System (NIMS) as required by the state and federal government.Education and Training: directs or coordinates countywide emergency management educational opportunities, training programs, and planning exercises.Assists with coordinating, advising, and administering the activities of the Local Emergency Planning Committee (LEPC); coordinates with industry, businesses and public agencies, all activities related to emergency planning.Develops and coordinates programs and activities necessary for the implementation and administration of the Emergency Planning and Community Right to Know Act (EPCRA).Maintains records of emergency operation and recovery period to satisfy audit requirements; prepares reports on such when necessary or directed.Recommends the annual budget and prepares an annual report on emergency management programs.Disaster or damage response: Performs assessments and documents disaster damage; provides necessary reports to Wisconsin Emergency Management pursuant to required time frames; directs efforts of other agencies involved with post-emergency restoration activities; review claims submitted by a local agency seeking reimbursement for actual reasonable expenses incurred under State Statutes 323 and County Ordinances.On call at all times to respond to emergencies; attend early morning, evening and weekend meetings and events as needed or directed.Ability to communicate effectively orally and in writing; facilitate effective relationships between county law enforcement agencies, fire departments, EMS agencies, hospitals, volunteer disaster service agencies, and all others involved in emergency services; maintain positive relationships with same.Gives recommendation and reviews department policy to comply with federal, state and local laws and regulations, with approval of the Sheriff.Coordinate with the supervisor of Emergency 911 system with County and all other related agencies that participate in the use or planning of the E-911 system.Maintains knowledge of emergency management practices, methods, procedures and policies, through participating in continuing education, training and planning exercises.Plan, promote, organize, and administer and report grants for Trempealeau County EM.Activates and manages the county emergency operations center during disasters and preplanned events.Facilitates and promotes the county's hazard mitigation program by applying for grants, encouraging disaster resilient practices, and monitoring mitigation contracts. Grant Writing : Identify potential funding sources and analyze funder requests for proposals (RFPs), previous awards, and current priorities to assess programmatic, compliance, and operational requirements. Evaluate opportunities and provide recommendations to decision-makers, considering alignment with organizational goals, potential development strategies, challenges, and resources necessary for successful proposal development and implementation.Convene and coordinate interdepartmental teams to develop stakeholder ideas into fundable projects and programs consistent with Trempealeau County priorities/capacity. Determine development strategy, timeline, roles, and tasks required for each opportunity; monitor and adjust as necessary to assure development remains on target.Lead writing of responsive grant proposals and complete required forms, involving internal and external stakeholders as needed; perform all final edits on proposals to ensure competitiveness, adherence to funder requirements, and high-quality proposals.In close collaboration with department leadership and project/community stakeholders, determine funding needs for project activities and develop grant processes and budgets incorporating funder, county, and external partner resources sufficient to successfully carry out projects.Establish and maintain collaborative relationships with community, funder, and grant development resource networks at local, state, and national levels to support grant prospecting, competitive proposal development, partnering opportunities, and identification of policy trends impacting funding.Understands, abides by and enforces Departmental policies and procedures and Trempealeau County employee rules as outlined in the Trempealeau County Employee Handbook.Knowledge, Skills, and Abilities Ability to communicate effectively with diverse populations, both orally and written.Demonstrated skills in planning, organizing, drafting, and documents with a high level of attention to detail. They should possess strong research skills to identify funding opportunities and gather supporting data, as well as attention to detail to ensure accurate and compliant applications.Establish and maintain collaborative relationships with community, funder, and grant development resource networks at local, state, and national levels to support grant prospecting, competitive proposal development, partnering opportunities, and identification of policy trends impacting funding.Conduct research and utilize data systems in support of long and short-term needs assessment and grant development on a diverse array of topics.Training, Experience and Other Requirements Bachelor's degree in Communications, Business or Public Administration, Public Relations, Emergency Planning, or related field, plus two (2) years of experience in government, business, or military service; or a minimum of six (6) years of experience in emergency services, or emergency planning where knowledge, skills, and abilities are met.Knowledge of government organizations, at the State, Federal and Local levels.
