REPORTS TO: Town Manager

WEEKLY HOURS: Part-time

JOB SUMMARY:

Directs and coordinates the Emergency Management Program for the Town of North Branford and advises the Town Manager on all Emergency Management matters. Develops disaster planning, disaster management, and disaster recovery plans outlining the strategy, operations, and communications associated with each plan. Ensures all plans and activities are informed by the goal to save lives and protect property by maintaining emergency operational capabilities that mitigate, prepare for, respond to, and recover from natural disasters and environmental, complex, and pandemic emergencies. Assesses, plans, and implements best practice standards and assures compliance with all local, state, and federal guidelines and regulatory agencies. Responds in person and by phone to emergencies 24 hours a day, seven (7) days a week.

Position is primarily focused on directing and managing other people. Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the organization's goals.

ESSENTIAL FUNCTIONS:

  • Achieves the Emergency Management functions of: Emergency Organization, Planning and Management; Direction, Control, and Warning; Population Protection; and Training and Exercises.
  • Directs, provides guidance to, assesses, and makes recommendations regarding the work of Town employees and volunteers in order to accomplish operational plans and results.
  • Prepares monthly, annual, and/or statistical reports as requested by Town Council, Town Manager, Boards and Commissions; compiles and submits data for trend analysis and regulatory reporting.
  • Develops and implements policies and procedures related to the provision of emergency services during natural disasters and environmental, complex, and pandemic emergencies.
  • Develops annual budget proposal in consideration of required equipment, materials, and supplies; administers the approved budget, tracks expenditures, and implements budgetary adjustments as appropriate.
  • Plans, organizes, and coordinates the activities of operating departments, agencies, and offices of local government responsible for emergency response.
  • Acquires and coordinates the use of available public and private resources for local governments to deal with the effects of peacetime and national security disasters.
  • Ensures the Town's Emergency Operations Plan conforms to current state and federal criteria.
  • Coordinates the emergency communications plan and necessary systems; assures proper design, maintenance, and suitability for emergency operations.
  • Administers the Town's emergency notification service (CodeRED) contract; interacts with the vendor to negotiate terms, costs, and support services.
  • Provides instructions for public communications during emergencies, including internal and public broadcast notifications.
  • Develops and maintains an internal Emergency Management training program.
  • Participates in the annual review of the schools' required Emergency Plan.
  • Assumes responsibility for the operation of the Emergency Operating Center during emergencies; advises the Town Manager on emergency operations.
  • Interfaces and collaborates with local agencies regarding critical decisions and/or requesting mutual aid or state resources.
  • Activates the Town's regional host shelter for emergencies impacting the local region.
  • Coordinates, prepares, and executes local government programs for training and educating the general public and businesses in emergency plans and techniques.
  • Maintains and updates Emergency Operations Plan, Annexes, and operating procedures required by the Commissioner of the Department of Emergency Management and Homeland Security.
  • Works on mitigation efforts by researching and acquiring regional assets, resources, and maintaining pathways for assistance.
  • Maintains knowledge of public health practices and available resources to ensure the Town operational departments are prepared for health emergencies.
  • Collaborates with Town leaders and appropriate departments to initiate strategies for long term recovery.
  • Identifies vulnerable populations and victims of emergencies; assures an outreach effort serves all citizens.
  • Liaises on behalf of the Town with state and federal agency directors regarding Emergency Management matters.
  • Attends Town Council meetings; conducts presentations, provides information and updates, and responds to questions.
  • Positively represents the Town, adheres to Town policies and procedures, and performs job functions in a safe manner.
  • Responds to inquiries and resolves difficult situations objectively and professionally.
  • Maintains active membership in state, regional, and/or national associations and stays abreast of new trends and best practices.
  • Attends staff, evening and/or weekend meetings based on organizational responsibilities.

MINIMUM QUALIFICATIONS:

  • Associate degree in criminal justice, emergency management, or related field; supplemented by seven (7) years in emergency management or public safety, including three (3) years in a supervisory role; or an equivalent combination of education and experience.
  • Certified Emergency Manager by IAEM and/or completion of FEMA's Professional Development Series.
  • Must possess, or obtain within one (1) year, Incident Command Systems Certifications from FEMA.
  • Must possess and maintain a valid State of Connecticut Driver's License.

PREFERRED QUALIFICATIONS:

Bachelor's degree in public safety administration or related field, and ten (10) years of experience developing and reviewing Emergency Management programs.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Advanced knowledge of emergency services and disaster relief programs.
  • Advanced knowledge of the structure and functions of local, state, and federal emergency management agencies.
  • Advanced knowledge of relevant equipment and strategies for effective security operations.
  • Advanced knowledge of business and management principles involved in emergency management.
  • Advanced knowledge of methods for disseminating information and soliciting public support.
  • Working knowledge of applicable laws and regulations pertaining to emergency activities.
  • Ability to clearly communicate information in English, both orally and in writing.
  • Ability to lead and motivate others to achieve goals.
  • Ability to manage multiple priorities to ensure that deadlines are met.
  • Ability to establish and maintain effective working relationships with the general public and community groups.

PHYSICAL REQUIREMENTS:

Tasks involve the regular performance of moderately physically demanding work and may require occasional lifting of heavy objects (up to 80 pounds).

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed inside and outside with potential exposure to adverse conditions.

SENSORY REQUIREMENTS:

Some tasks require manual dexterity, in addition to visual and hearing acuity.

Job Type: Part-time

Pay: $5,200.00 per year

Expected hours: No more than 19 per week
