Salary: $87,720.00 AnnuallyLocation : MI 49001, MIJob Type: Full-timeJob Number: 24-00130Department: Public SafetyOpening Date: 11/25/2024Closing Date: 1/6/2025 11:59 PM EasternDescription/Distinguishing Features Manage the emergency preparedness programs for the City of Kalamazoo; maintain Emergency Operations Plans and annexes to meet and conform to federal, state and local laws; coordinate emergency management and other assigned activities with City departments and personnel, outside agencies and the general public; serve as the City of Kalamazoo's coordinator for regional and statewide disaster preparedness programs. Examples of Duties
- Coordinate local emergency planning, emergency preparedness programs and provide information and training to the general public, city officials, city staff, schools, medical facilities, civic groups and other outside agencies
- Update and maintain the Emergency Operations Plan (EOP); review policies and programs to ensure conformance with federal, state and local laws
- Coordinate and play active role in the Local Emergency Planning Committee
- Ensure the establishment and maintenance of an Emergency Operations Center (EOC), including: operational readiness of weather radar monitoring capability in the EOC; operational readiness of radio, telephone and computer access in the EOC; be responsible for maintenance of EOP, supplies, directories, call list, reference material, etc. in the EOC
- Maintain an up-to-date survey of existing personnel, equipment, supplies and services that could be used during an emergency
- Ability to communicate and make presentations to all levels of city management and community leaders
- Coordinate the development and execution of a public information program to keep all residents informed as to the disaster preparedness activities of the City, and of the actions which would be expected of residents if local plans were implemented; develop and conduct comprehensive emergency preparedness planning assistance and public information programs with schools, private industry and interested citizens groups
- Respond to and assist with emergency management activities in the EOC on a 24-hour basis, when needed
- Design, coordinate and assist in facilitating emergency drills and exercises for the City; establish interdepartmental committees to participate in planning and implementation of drills; coordinate with outside agencies and private industry in exercise planning and participation
- Prepare and/or assist in the development/revisions of mutual aid, automatic aid, memorandums of understanding, and city ordinances concerning public safety and emergency management
- Direct and participate in emergency preparedness training programs; obtain membership, attend meetings and participate in approved professional associations; keep informed of relevant new innovations, laws and procedures and attend instructional classes and seminars for Emergency Management
- Recommend placement of additional emergency warning sirens; be responsible for maintenance and testing of the emergency warning system; write specifications for equipment when necessary
- Serve as point-of-contact for the Federal Emergency Management Agency, State of Michigan Emergency Management and other local Emergency Management programs
- Maintain records of Michigan Tier II Reports of all facilities, businesses, or agencies where hazardous chemicals are used, stored, produced, handled or maintained; distribute information to other divisions of Public Safety
- Identify opportunities for improving work methods and procedures; review with appropriate management staff; implement improvements
- Maintain resource library of pertinent reference materials
Essential Qualifications
- Strong interpersonal communication skills, including the ability to work effectively with a wide range of constituencies in a diverse community
- Ability to maintain confidential and sensitive information
- Ability to read, analyze, and interpret professional and technical journals, financial reports, and legal documents
- Ability to effectively present information to top management, public groups, and/or boards of directors
- Strong communication and presentation skills
- Identify, organize, prioritize, and schedule multiple job responsibilities
- Carry out responsibilities with limited supervision
- Familiarity with the community, community resources and culturally competent
Acceptable Training and Experience
- College Degree in Emergency Management, Community Planning or related fields AND
- Three (3) years of Emergency Management or experience; OR an equivalent combination of training and experience may be considered
- Possession of a Professional Emergency Manager (PEM) certification with the State of Michigan is preferred but not required
- Must possess and maintain a valid driver's license
- An extensive criminal background check is required
