.Position Summary:Assists in all activities relating to emergency and disaster readiness, and response preparation; creation, review and implementation of all related policies and procedures; emergency training for key personnel; and document retention policies. This includes ensuring that the BWL maintains a National Incident Management System and Incident Command System (NIMS/ICS) approach to critical events that affect BWL operations, actual corporate/community emergency events, and organizational emergency response.
Essential Functions: - Assists with financial analyses to support management decision-making on corporate emergency plans and policies.
- Recommends and implements remediation plans for weaknesses or oversights in emergency policies.
- Assists in preparing reports as required.
- Assists in preparing short and long-range forecasts related to disaster preparation.
- Assists in what if scenarios for corporate decision-making activities.
- Reviews and recommends annual emergency preparedness budget to the Manager of Security, Safety, and Emergency Management.
- Assists with ensuring that emergency policies comply with applicable state and federal laws and regulations and are in-step with acknowledged best practices.
- Assists in planning, developing, executing, and maintaining employee, departmental, and corporate emergency response training. This includes, but is not limited to the following:
- BWL mass communication system and plans.
- Water Emergency Response Plan (WERP).
- Moores Park and North Lansing Dam Emergency Action Plans.
- Electric Transmission and Distribution (ETD) Restoration Plan.
- Continuity of Operations (COOP) Plans.
- Emergency drills (fire, take shelter, etc. in coordination with Security, Safety, and specific facilities).
- Assists with department specific and companywide continuity of operations planning.
- Acts as a liaison to the City of Lansing and other regional Emergency Operations Centers in both the planning for and response to a critical event.
- Creates a collaborative environment across all corporate strata to share and disseminate knowledge of BWL emergency plans.
- Acts as a corporate liaison for all departments in all things related to emergency response, disaster readiness and document retention.
- Assists with implementation and compliance with internal and external audit recommendations.
- During an actual emergency event, the Emergency Manager will be responsible for the coordination of all BWL operations using the Emergency Operations Center and will include the actual coordination of the EOC and the compilation of all required documents as follow up for any required After-Action Reports (AAR).
- Maintains a professional level of requisite knowledge in areas of responsibility.
- Keeps abreast of new developments, technology, and best practices.
- Expected to comply with all BWL policies and work rules.
- Predictable and reliable attendance.
- Other duties as assigned by supervisor.
Job Specifications:Required: - This position requires knowledge equivalent to that which normally would be acquired through a bachelor's degree in emergency management, Political Science, Public Administration, Business Administration, Engineering or related field, or an equivalent combination of education and experience.
- A minimum of five years of related emergency management experience is required.
- Proactive advisory skills and project management experience.
- Strong oral and written communication skills appropriate for consultation with and reporting to all levels of management, the Board of Commissioners, and outside parties, including, but not limited to governmental agencies, news media, and the general public.
- Ability to be on call as required.
- Must be able to drive a vehicle.
- Must have valid MI driver's license with an acceptable driving record.
- Must provide own transportation to offsite meetings, plants, and construction sites on demand.
Preferred: - A minimum of two years of previous leadership experience.
- Utility experience preferred.
- Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) certification or another professional emergency management certification preferred
