Reporting to the Director of Human Resources, this position is responsible for the oversight of the City's health, and retirement services programs for city employees. The individual in this role will be responsible for the analysis, budgeting, design, structure, communication, and administrationof all employee benefit programs including Medical, Dental, Vision, Life, Disability, Defined Contribution Retirement Savings, and other voluntary plans. The Employee Benefits Manager will contribute to the health and wellness strategy and recommend changes in employee benefit design and future benefit program offerings. This position will also be responsible for managing retirement benefits. Monitors legislative changes related to benefits programs and pension plans to ensure full compliance with all federal and local laws including the Affordable Care Act. Additionally, this position will provide contract administration for multiple programs and facilitate vendor relations.
* Manages budgets, financial reporting, and plan administration for an array of health and welfare benefit programs, including voluntary insurance plans; analyzes benefit plans for cost effectiveness and benefit optimization; monitors and ensures compliance with all related laws and local ordinances.
* Conducts management studies, including responding to benchmark surveys. Recommends changes to benefits policies and establishes operating procedures for effective administration of benefit programs.
* Contributes to the long-term health and wellness strategy of the City. Recommends changes in plans offered or administration of programs to continue delivering high quality - low-cost options for employees.
* Manages preparation and distribution of written and verbal information designed to inform employees of benefit programs and their cost.
* Assists in vendor searches, contract negotiations and vendor management to include annual vendor meetings and management of performance standards. Serves as the liaison for the City to outside vendors and benefits consultants/advisors.
* Manages annual benefits enrollment processes/and oversees new hire benefits orientation with support from internal resources.
* Leads and facilitates employee benefits focus groups as needed.
* Supports the overall management of retirement services including coordinating retirement education programs, and administering retiree health benefits.
* Resolves escalated, confidential employee claims issues.
* Addresses employee/retiree problems with enrollment and delivery of benefits by providers and any concerns regarding staff performance on the team.
* Serves as the point of contact for off boarding issues as they pertain to retiree benefits.
* Serves as the lead for the internal retirement planning group to include investment consultant and record keeper for the city's defined contribution plans.
* Oversees health benefits related internal communication and notification of plan changes and improvements.
* Coordinate's city-wide retirement education and engagement program through group and individual sessions. Facilitates ongoing campaigns to increase participation in retirement programs.
* Maintains Benefits Administration module in the city's ERP system, and Benefits Administration Platform.
* Serves as a liaison to outside consultants and advisors.
* Interfaces with Purchasing for plan renewals and changes.
* Oversees the retiree self billing process.
* Coordinates the retiree recognition program.
* Serves as the Administrator for the closed general employee pension plan.
* Identifies opportunities for process efficiencies or additional cross training opportunities on the team.
* Bachelor's Degree in Business or Public Administration or related field required. Master's Degree in a related field preferred.
* Five (5) to Seven (7) years of progressively responsible experience in development and administration of employee benefits and/or retirement programs; or an equivalent combination of education, training, and experience.
* Certified Employee Benefit Specialist (CEBS) certification and/or other Human Resources certification preferred.
