This position is located at the Department of Mental Health, Central Office, 2414 Bull Street, Columbia, SC 29201.Under general supervision of the Employee Relations Director, you will be coordinating the day-to-day operations of the Employee Relations functions and assisting in the delivery of Employee Relations Services to employees of the South Carolina Department of Mental Health (SCDMH).Responsibilities for this Employee Relations Consultant include but are not limited to:
- Manages all disciplinary actions and consult with supervisors and managers to ensure fair, consistent, and lawful implementation of discipline; confers with and counsels management in the area of performance management, to include the substandard performance process.
- Manages and coordinates HR policy/procedures to include updates and communications to all employees. Interprets state and federal employment laws and provides guidance and information to all levels of management throughout the agency.
- Responds to EEOC / SCHAC complaints and serves as a backup in responding to employee grievances to include documentation review.
- Manages employment matters to include FLSA, FMLA and ADA. Provides guidance / counsel to management and HR Representatives concerning employee relations issues pertaining to these federal employment laws. Participates in interactive conversations with supervisors and employees to determine accommodation for medical documentation requests.
- Consults with employees of the agency to address concerns, takes steps to resolve conflict and handles complaints in a positive manner, and facilitates healthy work relationships. When necessary, serves as a mediator for staff to assist them in resolving work-related conflict.
- Develops and conducts a variety of HR-related training and / or information for all levels of SCDMH managers and employees.
Minimum and Additional Requirements State Minimum Requirements:A bachelor's degree and relevant human resources experience. A master's degree in human resources management may substitute for the required experience. Agency Minimum Requirements:A bachelor's degree in a related field and at least three (3) years of directly related work experience in the Employment Relations function in human resources.Note:If any Agency Requirements are listed above, applicants must also meet those requirements to be considered for the position. Preferred Qualifications Expertise in principles and practices of Human Resources Management. Experience responding to EEOC/SCHAC complaints and working knowledge of the State Employee Grievance Procedure Act. Exceptional oral and written communication skills along with the ability to independently analyze customer's needs.Bilingual abilities in English and Spanish (or another language) are a plus. Additional Comments Work environment can be quite fluid with constant interruptions that requires flexibility and frequent scheduling adjustments to meet the needs of employees and managers.
