  • Proactively support a wide variety of recruitment and selection activities by partnering with hiring managers and teams throughout the organization.
  • Deliver courteous customer service and effectively work with the public, supervisors, and City employees who represent various diverse backgrounds.
  • Serve as a resource for supervisors and management who are seeking advice and guidance regarding general legal, contractual, policy and past practice aspects of recruitment and selection and other human resources issues.
  • Participate in and identifies creative recruitment strategies and outreach opportunities.
  • Assist with research and reports and develops and maintains databases and spreadsheets related to recruitment trends and employee information.
  • Accurately verify, track and update information for reporting, analysis, and classifications.
  • Develop and maintain complex recordkeeping and tracking systems for recruitments and backgrounds.
  • Assist with data analysis, processing, and administration.
  • Review employee change requests for compliance with applicable policies and labor contracts.
  • Support bargaining and/or grievance responses through data collection and reporting.
  • Prepare and distribute various reports periodically and as requested.
  • Effectively deliver engaging presentations and trainings.
  • Execute various paraprofessional duties that support the Employee Resource Center.
  • Performs related and other duties as assigned.

The four years of experience must include two years of Human Resources experience or complementary experience in a field or program area focused on interpreting rules, regulations, policies and procedures as they apply to specific situations.EducationHigh school diploma or G.E.D. equivalent.An associate degree or college course work in human resources, public administration, business administration, or a related field is preferred.BackgroundMust pass a criminal background check.The ideal candidate will have the following knowledge, skills, and abilities

Supplemental InformationBilingual Pay BenefitThis benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City's Employee Resource Center division. Eligibility List This posting may also be used to establish an eligibility list of applicants for future vacancies. Candidates that are placed on the eligibility list will be notified via email which will include the duration of the list and how notification of call up will occur.Non-Represented Retirement Program Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%. From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
