General Job Description
This is a supervisory position responsible for managing the daily operations of various human resource functions related to employee services. Responsible for advising, coaching, and training staff; researching and troubleshooting escalated questions and issues; managing development of training, communications and outreach efforts; and leading departmental initiatives/plans/projects. Responsible for reviewing current departmental policies and procedures and recommending changes. Works under general supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Associate Director of Human Resources.
Essential Job Functions
1. Manages implementation and administration of human resource functions such as employment, training, performance management, policies and procedures, employee relations and leave administration.
2. Provides support and guidance to human resource staff, supervisors/managers, and employees when complex, specialized, and sensitive questions and issues arise. May be required to administer and execute tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations, and mediating disputes.
3. Advises, coaches, and trains human resource staff on assigned functions.
4. Researches and troubleshoots escalated questions/issues and guides staff through resolution.
5. Interprets and explains university policies and procedures related to assigned functions.
6. Manages development and delivery of training, communications and outreach efforts related to employee services.
7. Hires, supervises and trains assigned staff, including student workers.
8. Oversees and/or assists with preparation and submission of various special, quarterly, monthly, and ad hoc reports.
9. Reviews current departmental procedures related to assigned programs and recommends changes. Ensures compliance with university and departmental policies and procedures.
10. Stays informed of developments and emerging trends in area of responsibility.
11. Collaborates with departmental leadership to lead identified departmental initiatives/plans/projects.
12. Contributes to the development and execution of overall human resource strategy and goals as a member of the departmental leadership team.
Non-Essential Job Functions
1. May represent the department on various university committees.
2. May require travel.
3. Performs other related duties as assigned.
Required Knowledge, Skills, and Abilities
The individual must possess the following knowledge, skills, and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation.

9. Ability to explain policies and procedures to staff and the public.
10. Ability to establish and maintain a good rapport with university faculty and staff, students, and the general public.
11. Ability to work with and maintain confidential information.
12. Ability to set priorities and complete assignments on time.
13. Ability to learn office and university-specific software.
14. Ability to train and supervise others.
15. Ability to maintain currency of knowledge and skills related to area of responsibility.
Physical Demands
Required Education
Bachelor's degree in business, human resources, or a related field is required. Related experience may be substituted for required education on a basis set forth by the Department of Human Resources.
Required Experience and Training
Four years of related experience is required. Experience in employment, employee relations, training, performance management, policies and procedures, and/or leave administration is required. Supervisory experience is required.
Preferred Qualifications
Experience in higher education is preferred.

Benefit and Retirement Eligibility
This position is eligible for participation in the Teacher Retirement System of Texas ( TRS ) retirement plan, subject to the position being at least 20 hours per week and at least 135 days in length.
