Position Overview
Subject to Administrative approval of the Associate Director for the Office of Workforce Development, serves as Employment and Training Administrator which includes Employment & Training Services, Supplemental Nutrition Assistance Program (SNAP) Success and Employment & Training Billing. Performs highly responsible and sensitive policy-making and implementation functions; develops and implements statewide policy for the effective administration of Bureau programs; plans, directs and coordinates the operations of subordinate offices to efficiently and effectively achieve the goals and objectives of the Department; formulates, analyzes, interprets and implements department polices relative to assigned program areas; maintains liaison role with other State and Federal officials. Serves as the Agency's designee for the Governor's sub-cabinet on Employment and Education.
Essential Functions
* Serves as Employment and Training (E&T) Administrator.
* Serves as full-line supervisor.
* Directs, coordinates, and reviews the activities of operational and program personnel through subordinate managers.
* Establishes and maintains effective working relationships with the members and officials of the Illinois General Assembly, the Office of the Governor, the Attorney General, the Bureau of Budget, the Federal Government and other State, Federal and Local agencies interested in interacting in the Office of Workforce Development.
* Defines, directs, and evaluates areas for program research and the development of information and data required to facilitate managerial decision-making processes.
* Works closely with FCS Family and Community Resource Centers to improve employment and training services to customers, identify solutions to issues, coordinate the implementation of contractual agreements, and expansion of service providers based on need.
* Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent of four (4) years college with course work in social or human services field.
* Requires prior experience equivalent to four (4) years progressively responsible administrative experience in a human and health services organization.
Preferred Qualifications
* Four (4) years of professional experience in planning, coordinating, implementing, and evaluating program support services and related strategic goals and objectives, activities, and operational systems for a public or private organization.
* Four (4) years professional experience reviewing and analyzing program, fiscal and operational written and statistical reports.
* Four (4) years of professional experience developing, reviewing, and analyzing budgets for a public or private business organization to develop and implement strategies for allocation of federal and/or state funding for a public or private organization.
* Four (4) years of professional experience planning for the effective utilization of program monitoring resources for a public or private business organization.
* Four (4) years of professional experience exercising judgement and discretion in developing, implementing, and interpreting policies, procedures, and/or protocols for a public or private organization.
* Three (3) years of professional supervisory experience managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities, following collective bargaining agreements, training staff, and approving time off.
Conditions of Employment
* Requires ability to travel in the performance of duties, with overnight stays as appropriate.
* Requires advanced proficiency in Microsoft Office Suite, including SharePoint, Teams, and OneDrive.
* This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
