BackgroundThe Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.The Ministry of Energy and Minerals (MoEM) therefore intends to apply part of the proceeds of the SESRP Project to hire an Individual Consultant ( an Energy and Technical Regulatory Advisor  ) to support the MoEM and the Somaliland Energy Commission (SEC) in developing an effective Engineering and Regulatory framework to support the sector achieve technical efficiency and effective service delivery.2. Scope of Work and Responsibilities:The scope of work for the assignment includes but is not limited to the following tasks:Support MoEM and SEC in developing an Engineering and Regulatory framework for enhanced sector efficiency and service delivery. Tasks include setting technical standards, drafting regulations for ESPs, monitoring compliance, mentoring staff, and promoting renewable energy projects.Responsibilities involve reviewing license applications, developing work plans, supervising project implementation, conducting stakeholder education, ensuring safety standards, participating in energy planning, and providing quality assurance.The role also includes liaising with investors, advising on supply and service quality, maintaining project databases, advising on research areas, guiding environmental compliance, and conducting data collection and research on energy engineering topics.Additionally, the specialist collaborates with SEC to establish cross-functional licensing and compliance procedures for effective regulatory oversight.3. Additional Tasks:The Energy and Technical Regulatory Advisor shall perform all other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: and or can be provided upon submission of an application in person or by e-mail provided below.4. Selection Criteria:Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:Master's degree in Electrical Engineering with at least 5 years of senior management experience of a Utility or Regulatory institution in Sub-Saharan Africa or other similar Emerging Economy (OR).Bachelor's degree in Electrical Engineering with at least 7 years of technical and managerial experience of a Utility or Regulatory institution in Sub-Saharan Africa or other similar Emerging Economy.Experience working with modern energy systems planning tools, monitoring, and load-flow analysis will be an advantage.Any other Post Graduate training in Project Management would be an added advantage.Membership/Affiliation with an energy-related professional body would be an added advantage.Skilled in Monitoring and Evaluation of Projects.Knowledge of electricity systems, particularly renewable energy, transmission, and distribution systems.5. Duration:The duration for the assignment is initially for a twelve (12) months period with an extension based on project duration.6. Important Information:The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018, November 2020, and September 2023 ( Procurement Regulations  ), setting forth the World Bank's policy on conflict of interest.8. Selection Process:A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank's Procurement Regulations.9.
