Job Description:
Performs a variety of full-performance professional and technical duties as needed for planning, designing, programming, testing, documenting, and maintaining a computer system. Provides technical service and guidance in the development, design, testing, debugging, operation, and maintenance of the SCADA/EMS. Provides technical support to System Operators to resolve problems with computer systems; provides training for users in use of applications; assists in the maintenance and improvement of computer programs and systems in the Operations area.Evaluates system performance and identifies design changes to the SCADA/EMS communication networks and software to enhance security and improve performance. Recommends security procedures and other techniques to safeguard the integrity of data and software to meet NERC Critical Infrastructure Protection (CIP) Reliability Standards; maintains backup of SCADA/EMS system and all data files.Prepares specifications for computer systems equipment and software; coordinate installation of department remote terminal units as it relates to the SCADA/EMS Master Station. Schedules and manages projects and/or programs; budgets and plans SCADA/EMS Master Station system upgrades. Prepares and maintains the necessary records, reports, logs, and documentation; confers with department personnel to ascertain specific system requirements, to include report generation and frequency, data summarization, and output format.MINIMUM QUALIFICATIONS: Energy Management Coordinator I ($70.195-$105,294 annual)Education and Experience:Graduation from college with a Bachelor's Degree in electrical engineering, computer science, information technology, or related area; AND Two (2) years of progressively responsible administrative experience performing above and related duties, which includes two years in a supervisory capacity;Energy Management Coordinator II ($77,215-$115,823 annual)Education and Experience:Graduation from college with a Bachelor's Degree in electrical engineering, computer science, information technology, or related area; AND Three years of progressively responsible administrative experience performing above and related duties, which includes two years in a supervisory capacity;Working knowledge of database management systems and Windows administration and operations; Real-time control/industrial automation systems, database development and HMI display development; computer operating systems, windows administration, database administration, Microsoft Excel and Access; electrical system operating practices and substation design; specification preparation and enforcement; programming languages C/C++ and Visual Basic; local Area Network/Wide Area Network, data communications and networking.Energy Management Coordinator III ($84,936-$127,405 annual)Education and Experience:Graduation from college with a Bachelor's Degree in electrical engineering, computer science, information technology, or related area; AND Four (4) years of progressively responsible administrative experience performing above and related duties, which includes two years in a supervisory capacity;Considerable knowledge of database management systems and Windows administration and operations; Real-time control/industrial automation systems, database development and HMI display development; computer operating systems, windows administration, database administration, Microsoft Excel and Access; electrical system operating practices and substation design; specification preparation and enforcement; programming languages C/C++ and Visual Basic; local Area Network/Wide Area Network, data communications and networking.Must complete required NIMS level training within first six months of hire.
