Job Description:

The Arlington Initiative to Rethink Energy (AIRE), a division of Arlington County's Office of Sustainability and Environmental Management (OSEM), is seeking an Energy Project Implementation Specialist to implement its growing portfolio of community facing energy and climate programs. The Energy Project Implementation Specialist will have demonstrated prior professional experience and support (including strategic design and development) of climate and energy programs and projects, e.g., energy efficiency, renewable energy, resilience/adaptation, and clean transportation. Competitive candidates will also be familiar with funding and direct experience with management of energy and climate-action projects, including state and federal grant projects.

Specific duties include:

* Managing energy/climate programs in all phases from design through application development, administration, implementation and reporting, with the ability to federalize projects based on funding source;

* Managing energy grants including compliance with grant requirements, financial reporting, and performance management

* Working within the AIRE Team to advance strategic planning for the climate and energy programs addressing the broader climate and energy strategic planning as well as implementation of greenhouse gas reduction strategies under the Carbon Roadmap;

* Supporting and developing energy efficiency, electrification, renewable energy, and clean transportation programs and projects with an emphasis on innovate program design and delivery;

* Contributing technical assistance and strategic planning to the climate and energy programs that drive County energy and climate goals, including community carbon neutrality by 2050;

* Developing, managing, and implementing energy programs and initiatives to reduce the County's energy consumption;

* Supporting measurement, evaluation, and reporting of metrics that calculate GHG emissions reductions and other Carbon Roadmap milestones, benchmarks, and goals;

* Supporting development, publication, and updating energy, climate, and/or sustainability dashboards and website(s); and

* Condensing and communicating complex energy concepts to staff, internal and external stakeholders, and the public through verbal presentations, program outreach materials, written memos and position papers, and Board Reports.

For reference, candidates may also reference the County's Community Energy Plan (2019).

The successful candidate will have excellent communication and presentation skills and will possess the following:

* Knowledge of and/or experience with energy and climate programs and projects designed to promote energy equity, positive public health outcomes, decision-support tools, and/or energy efficiency financing mechanisms;

* Familiarity with greenhouse gas inventories, and developing effective reduction strategies and technologies for energy use, buildings, transportation, waste, and other operations; and

* Ability to assess design and installation of energy-efficient system modifications for performance and cost-effectiveness.

Minimum:

* Bachelor's degree in Environmental Science, Environmental Management, Engineering, or related field (such as Public Policy, Social Sciences, or Political Science); and

* Two (2) years of progressive energy and climate programs and project implementation experience, including energy efficiency, renewable energy, and/or clean transportation.

Desirable: Preference may be given to candidates with a Master's Degree in a related field and experience in one or more of the following:

* 3-5 years of demonstrated project management under federal and/or state-funded grant programs;

* Involvement with design and development of successful grant applications;

* Cross-departmental and/or external partner collaboration on energy and climate performance;

* Identifying and understanding indicators and impacts of environmental justice and equity in the energy sector; and/or

* Outreach within low-to-moderate income, underserved or disadvantaged communities.

Preferred Certifications:

* Certified Energy Manager (CEM);

* LEED AP Credentials; and/or

* LEED Green Associate.

Special Requirements

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.

Driver's License: The applicant must possess, or obtain by time of appointment, a valid driver's license or commit to the use of alternative methods of transportation to perform duties at other locations. If the applicant possesses or acquires a driver's license, the applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

Additional Information

Work Hours: Monday - Friday, 8:00 a.m. to 5:00 p.m., with a flexible schedule and telework opportunities. Evening and weekend work may be occasionally required.
