Salary RangeProfessional Engineer: $91,151.00 -$130.216.00Engineer II: $ 81,385.00 - $116.264.00Engineer I: $72,665.00 - $103,807.00This position performs engineering and project management functions from initial planning and budgeting through design and construction. This is accomplished by overseeing all aspects of engineering projects; managing contractors and consultants; coordinating with other departments and agencies; reviewing construction plans, drawings, and calculations; providing engineering support; preparing budget justifications for capital improvement projects and operating expenses; negotiating design scopes; responding to Requests for Information; evaluating, negotiating, and preparing change orders; closing out projects; visiting sites; creating and using hydraulic models, and interpreting results for use on capital and private development, and preparing agenda items.The Position may also be required to design collection and distribution system projects including water mains, force mains, sanitary sewers, and lift stations. Other duties include reviewing private development master plans, and construction plans; performing office and administrative duties; and communicating with the public.* Manages capital improvement projects in the pre-design/design phase by coordinating and corresponding with engineers, consultants, regulatory agencies, contractors other municipal organizations and other Toho Water Authority departments; developing project budgets; reviewing and negotiating proposals and contracts; preparing agenda items; developing and updating project schedules; reviewing design reports, plans, drawings, specifications and calculations; researching project requirements; reviewing invoices and pay applications; reviewing bid documents and addenda; monitoring construction inspector; solving construction issues; negotiating change orders; inspecting construction sites; and closing out projects. Participates in various Consultant and Continuing Services selection committees responsible for acquiring Engineering and Construction services.* Performs engineering evaluations by creating, updating, and modifying water and wastewater hydraulic models; interpreting hydraulic model results; guiding data collection by field staff; evaluating and analyzing data; utilizing specialized software such as GraniteXP, ESRI GIS suite, and Bentley WaterGEMS; evaluating private development master plans, construction plans, hydraulic calculations and evaluating the impact to the existing infrastructure; participating in committees; facilitating with the capital budgeting process; researching project requirements; organizing project requirements with other departments; coordinating with other departments; coordinating with other engineering disciplines; creating progress reports; documenting projects; assisting in resolving construction issues; conducting and attending meetings; and attending conferences, seminars, and training.* Completes all administrative tasks by answering phone calls and emails; creating standards of procedures; filing and organizing project documents; scheduling meetings; attending leadership/management seminars; and creating development plans.Any combination of education and experience demonstrating the candidate's ability to perform successfully in this position will be considered.Engineer I* Bachelor's degree from an ABET-accredited university in Civil, Chemical or Environmental Engineering, or a related field.* This is an entry-level position; previous relevant work experience is preferred but not required.* Must possess and maintain a valid State of Florida Class E Driver's License.Engineer II* Bachelor's degree from an ABET-accredited university in Civil, Chemical or Environmental Engineering, or a related field.* Minimum of three years relevant experience.* Engineer Intern Certificate* Must possess and maintain a valid State of Florida Class E Driver's License.Professional Engineer* Bachelor's degree from an ABET-accredited university in Civil, Chemical or Environmental Engineering, or a related field.* Minimum of five years relevant experience.* Florida Professional Engineer License.* Must possess and maintain a valid State of Florida Class E Driver's License.PHYSICAL REQUIREMENTS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
