Job Description:
This recruitment is being established to obtain a current eligible list for both full time and Extra-Help vacancies. Extra-Help are not entitled to county benefits and are limited to a maximum of 25 hours per week. Extra-Help pay is $31.06 - $37.79.Duties may include, but are not limited to, thefollowing:* Reviews Land Development Improvement Plans and associated calculations for compliance with County requirements.* Prepares traffic engineering field studies and reduces data for preparation of traffic engineering reports.* Assists in the design/preparation of plans/specifications for road and bridge construction projects.* Assists in the inspection of construction work in progress.* May assists in the preparation of various resolutions and ordinances dealing with public works issues for adoption by the Board of Supervisors.* Reviews survey maps and subdivision improvement plans for compliance with the Subdivision Map Act and Land Surveyors Act.* Designs and prepares plans and specifications for various road and bridge construction projects.* Prepares and administers contracts with private engineering consultants.* Conducts speed surveys, distances surveys, traffic studies, and accident studies;* Prepares construction estimates and performs inspection of construction work in progress.* Reviews survey maps and subdivision improvement plans for compliance with the Subdivision Map Act and Land Surveyors Act.Incumbents at the higher level in this classification are also expected to:* Serve as lead engineer on assigned projects, reviewing the work of other engineering staff.* Participate in the bidding process.* Reviews Land Development Improvement Plans and associated calculations for compliance with County requirements.* Prepares various resolutions and ordinances dealing with public works issues for adoption by the Board of Supervisors.Level IExperience:One (1) year of technical experience working in the Engineering field.OREducation:Bachelor's degree in Civil Engineering or closely related Engineering field from an accredited college or university; OR possession of a Certificate as an Engineer-In- Training or Land Surveyor-In- Training issued by the State Board Registration for Professional Engineers and Land Surveyors. Additional experience may be substituted for the required education on a year-for-year basis.Level IIExperience:One (1) year of experience comparable to that of an Engineering Associate I in Merced County.ANDEducation:Bachelor's degree in Civil Engineering or closely related Engineering field from an accredited college or university; OR possession of a Certificate as an Engineer-In-Training or Land Surveyor-in-Training issued by the State Board Registration for Professional Engineers and Land Surveyors. Additional experience may be substituted for the required education on a year-for-year basis.Level IIIExperience:Two (2) years of experience comparable to that of an Engineering Associate II in Merced County.ANDEducation:Bachelor's degree in Civil Engineering or closely related Engineering field from an accredited college or university; OR possession of a Certificate as an Engineer-In-Training or Land Surveyor-in-Training issued by the State Board Registration for Professional Engineers and Land Surveyors. Additional experience may be substituted for the required education on a year-for-year basis.ESSENTIAL FUNCTIONS* Operate a personal computer and other modern office equipment.* Communicate effectively with others in person and over the telephone.* Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.* Resolve conflicts and respond appropriately to complaints.* Complete multiple priority projects with conflicting deadlines and under stressful conditions.* Maintain confidential information in accordance with legal standards and/or County regulations.* Conduct activities on uneven surfaces under various environmental conditions.* Lift and move with help objects weighing over 70 pounds.* Frequent use of depth perception, peripheral vision and color perception.* Frequent use of a data entry device including repetitive hand and arm motion.* Sit or stand for extended periods.* Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.* Occasionally kneel, bend, twist, squat, climb, balance and crawl.* Exposure to dust, dirt, strong odors, fumes and noise.* Regular attendance is an essential function.Knowledge of:* Basic principles and practices of civil engineering and surveying instruments applicable to the planning, design, and construction of public works projects.* Engineering mathematics including use of automated equipment and software for modeling and analysis.* Principles and practices of civil engineering and surveying instruments applicable to the planning, design, and construction of public works projects.* Mathematics, design methods, and uses and strengths of construction materials, standard specifications, and effect of soil conditions.* Pertinent laws and regulations related to the design and construction of public works facilities, roads, drainage, and structures.* Cost estimating and contract administration.* Principles, practices, safety requirements, and laws related to surveying and construction inspection.* References and design material commonly used in a Public Works environment.Ability to:* Prepare clear and concise engineering plans and reports.* Prepare clear and concise engineering plans and reports.* Research and solves engineering problems.* Perform accurate engineering computations and notes.* Do accurate mapping and drafting work from field notes and other data.* Establish and maintain cooperative working relationships.* Understand and carry out oral and/or written instructions with minimal supervision.* Communicate technical engineering concepts in layman terms.* Deal with the general public in a courteous and professional manner.* Prepare clear and concise engineering estimates, designs, and specifications, plans and reports.* Independently research and solve complex engineering problems.* Prepare comprehensive technical reports and recommendations.
