The team youwill be joining is innovative, dynamic, and forward-looking.What you will do for Harris County Precinct 4 (HCP4)Harris County Precinct 4 is seeking talented and skilled applicants for the role of Engineering Project Manager. This role will play an integral part in achieving Precinct 4's mission and vision to deliver services to and advocate for all people in Harris County, as well as exemplifying our core values of heart, hustle and higher standards.In this diverse role, the Engineering Project Manager will act as the Precinct's representative in the design and construction of a wide range of infrastructure projects. Typical projects include roadway reconstruction and widening, pavement rehabilitation, traffic signals, drainage upgrades, sidewalks, hike and bike trails, park development, and various other Precinct facilities. Projects are delivered in close collaboration with Harris County Engineering, external engineering consultants, and other Precinct 4 teams including Planning and Communications.The Engineering Project Manager is responsible and accountable for compliance with the approved project scope, schedule and budget. During the design and construction process, the Engineering Project Manager will work collaboratively with the project team and senior Precinct 4 to address and resolve design and construction issues that may arise. Effectively communicating with and addressing concerns raised by Precinct 4 residents and other members of the community in a humble and respectful manner will also be a key aspect of this role.Job Duties and Responsibilities:The duties listed below are intended only as illustrations of the various types of work that may be performed:* Act as the Precinct's representative on various road, bridge, sidewalk, hike and bike trail, and other infrastructure projects through the scoping, study, bid, and construction phases.* Develop Project Charters for assigned projects in conjunction with Precinct 4 Planning and Operations teams, plus Harris County Engineering staff.* Work closely with Harris County Engineering and external consultants to monitor and review assigned projects to confirm compliance with approved scopes, budget and schedules.* Collaboratively work with the project team to resolve design and construction issues which arise during the project. Review design deliverables for compliance with Precinct goals and objectives.* Report project status to senior Precinct 4 staff on an ongoing basis. Respond to inquiries from senior staff and elected officials as required.* Prepare financial documentation and updates, work with Precinct 4 Finance team to determine project cash flows on a current and pro forma basis.* Communicate with constituents and other members of the public to resolve complaints and issues resulting from construction projects.* Perform other duties and take on responsibilities that may be added or revised.* Other duties as assigned.Harris County is an Equal Opportunity Employer you need special services or accommodations, please call (713) ###-#### or email ...@bmd.hctx.netRequirementsEducation:* Bachelor of Science in Civil Engineering, Engineering Technology, Construction Management, or related field from an ABET accredited college or university.Experience:* Five (5) years of experience in the design and/or construction of linear infrastructure including, but not limited to, roads, bridges, utility infrastructure, drainage systems, land development, heavy civil construction, buildings, or any combination of the above.Licensure/Certification:* Texas driver's license and a good driving record* Professional Engineer (PE) licensure in the state of Texas or the ability to obtain licensure within six (6) months of hire.Knowledge, Skills and Abilities:* Understanding the full project life cycle from inception through construction.* In depth knowledge and comprehension of industry standard Project Management processes and procedures with experience in its practical application.* Exceptional written and verbal communication skills including the ability to mediate between parties with differing or contradictory opinions on achieving a resolution.* Able to effectively communicate technical concepts and issues to non-technical individuals.* Ability to identify and resolve various design and construction issues.* Self-motivated with the capacity to work independently and/or with limited supervision.* Possesses excellent organizational skills.* Adept in working with changing priorities.* Proficient in Microsoft Office applications and Bluebeam Revu software.NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application.
