Under general supervision of the Senior Group Manager, Water Program, the incumbent will use independent judgment, initiative, and interpersonal skills to execute capital programs through coordination with Operations, Environmental Compliance, and Engineering Department staff as well as consultantsand contractors. Project work shall include capital and operations project management; coordinating with other project managers on QA/QC duties (project deliverables, program budgets, etc.); reviewing and preparing SOPs, standard contracts, and other project documents; and providing project management and technical oversight for electrical and power distribution systems, backup power supply, SCADA, and telemetry for water and sewer projects focusing on water distribution, treatment, water and wastewater pumping, and water storage projects.RESPONSIBILITIES• Develop a long-range strategic planning processes for electrical and power supply systems, backup power supply, SCADA and telemetry at the Authority's Water and Wastewater Treatment, Distribution, Pumping, and Storage assets• Participate in Capital Improvement Planning specific to electrical and power supply systems, backup power supply, SCADA, and telemetry. Additional planning may include preparation and execution of electrical systems studies to meet NFPA 70E and OSHA requirements/regulations, as well as, continued on-going electrical systems maintenance in accordance with NFPA 70B• Plan, coordinate, manage, and oversee designs of projects specializing in treatment, distribution, pumping, and storage capital improvement projects• Manage consultant and contractor work through planning, design, and construction phases, including budgets, development and updates of schedules for design, bidding and construction, and monitoring progress and performance against the planning and design project scopes of work (deliverables, budget, and schedule)• Review and approve change orders and payment requests to outside consultants and contractors• Prepare, review, and evaluate design/construction project schedules; investigate and resolve schedule conflicts on capital improvement projects• Oversee & update Authority documents (contract documents, specifications, bid tab data, etc.) to ensure consistency between projects• Provide QA/QC reviews of planning and design project deliverables for Water and Wastewater Projects and Programs• Review and prepare RFPs for consultant services, construction bidding documents, board resolutions, etc. for Authority Projects; evaluate and approve selected consultants and contractors• Evaluate changes to planning and design projects that substantially impact their scope, budget, and/or schedule and recommends and implements approved corrective action to adhere to the approved project schedule and budget• Assist in developing policies, procedures, and templates, or cash flow projections, as needed• Maintain records and prepare accurate reports, correspondence, etc. as requested or required• Manage area of responsibility in strict accordance with applicable laws, professional standards of conduct, regulations and established policy including union agreements to ensure fair and standardized treatment of employees• Participate in quality assurance and commissioning inspections of installed equipment and materials.• Participate in Authority initiative committees and teams, including but not limited to: safety, security, etc.• Provide mentorship to Project Managers and Engineering staffAttend and participate in consultant, contractor, and Authority meetings. Attend and present at local, regional and national conferences and trade shows.• Become familiar with all electrical and telecommunications utility providers to Authority facilities and establish/maintain a positive, collaborative working relationship with these providers.• Prepare for and participate in external community outreach meetings• Performs other duties as assignedKNOWLEDGE, SKILLS & ABILITIES• Extensive ability to develop and implement best practices to promote continuous improvement, operational efficiencies, and innovation• Strong management skills (planning, organizing, analysis, problem solving, team working, employee development)• Strong knowledge of the planning and design and/or management of electrical, power distribution, emergency power, and SCADA and telemetry systems for water and wastewater capital and operations projects and familiarity with typical municipal procurement requirements• Familiarity with industry standards and regulations, including, but not limited to: IEEE, NFPA 70, NFPA 70E, NFPA 70B, NETA ATS, NETA MTS, and IEC• Proficiency in reading and interpreting electrical schematics, drawings, and technical documents• Proficient in supervising and directing the work of assigned professional, technical, and clerical personnel; to plan, monitor and evaluate the work of self and PWSA consultants• Working knowledge of multi-discipline projects with preference for experience with multiple-prime contracts• Ability to manage and prioritize a heavy workload while meeting deadlines• Critical thinker and problem solver• Possess sound judgement, logical reasoning, integrity, and good ethics• Establish and maintain effective working relationships with one's supervisor, colleagues, outside agencies, government officials, community representatives, and the public• Proficient in Microsoft Office Suite, the ability to operate a personal computer and other office equipment as required• Ability to communicate effectively, both orally and in writingEDUCATION / EXPERIENCE REQUIREMENTSThe following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.• Bachelor's Degree in Electrical Engineering, or a closely related field.• A total of twelve (12) years of engineering experience with at least six (6) years of Project Management experience. Experience with electrical systems for water and wastewater treatment pumping, treatment, distribution, and storage projects required.• Professional Engineering License in Electrical Engineering or related field issued by the Commonwealth of Pennsylvania or must apply and receive this License within 6 months of employment.GENERAL REQUIREMENTSApplicant must present a current, valid Class C (Class 1) Motor Vehicle Operator's License at the time of application or prior to appointment.
