Exempt; full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:00 p.m.; full-benefits

This professional position reviews land development and re-development projects for compliance with local, State and Federal requirements. Direction is given to office support staff; Supervision isreceived from the Engineering Supervisor, Environmental Compliance and the Director of Permits and Inspections.

* Review and process of proposed development and re-development plans

* Review plans and computations to ensure MDE stormwater management design guidelines are met

* Act as project coordination for review of land development projects, coordinate with other agencies, track project status, resolve conflicts and otherwise ensure that projects proceed through the review process and remain on schedule

* Perform as-built reviews of stormwater management facilities for design consistency

* Review for storm drainage, hydraulics, stormwater management, sediment and erosion control, site grading and coordination of utilities

* Analyze and process Deed of Easements for stormwater management facilities and public/private storm drain infrastructure

* Evaluate cost estimates prepared by consultants for work subject to a Surety

* Review and process grading, stormwater and public improvement permits to issuance; review and approve cost estimates of plans

* Respond to technical questions and resolve field discrepancies that may arise during construction

* Interact with private developers, engineering consultants, other County agencies and the public in regard to land development activities, site visits and other related matters

* Perform general administrative tasks to include filing, photocopying, etc.

* Perform other related duties as assigned

Engineering Specialist I Requirements (salary $70.095 - $77,104):

* Associate's degree in Engineering or related field

* Minimum 1 year work experience in land development or environmental site review

* Possession of a valid automobile operator's license

Engineering Specialist II Requirements (salary $75,001 - $82,501):

* Bachelor's degree in Engineering or related field

* Minimum 3 years work experience in land development or environmental site review

* Possession of a valid automobile operator's license

Engineering Specialist Ill Requirements (salary $80,252 - $88,277):

* Bachelor's degree in Engineering or related field

* Minimum 6 years work experience in land development or environmental site review

* Possession of a valid automobile operator's license

KNOWLEDGE / SKILLS / ABILITIES:

* Ability to maintain County Authorized Driver privileges

* Knowledge of the principles and practices of surveying and civil engineering

* Ability to effectively read, interpret and understand land development plans, read blueprints, and specifications

* Ability to effectively utilize software for word processing, spreadsheet, and database applications

* Knowledge of Maryland Department of the Environment standards and specifications.

* Ability to demonstrate sound technical judgment in the performance of development plans

* Strong and effective spoken and written (English) communication skills, including the ability to prepare and present clear, concise reports, data and development information to public officials, professional peers, media representatives, citizen groups and others

* Ability to develop and maintain effective working relationships with co-workers, public officials and other government agencies, developers, consultants, and the general public

PREFERENCE MAY BE GIVEN FOR:

* Land development experience at the municipal government level

* Experience with floodplain studies and dam safety analysis

* Experience working with Maryland Department of the Environment and Soil Conservation District requirements and review procedures

* Experience working with Maryland State Highway Administration standards and specifications

* Experience with hydrologic and hydraulic analysis

* Experience in the design and review of open and closed storm drainage systems

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS:

* While working in this position, the employee is required to constantly sit

* While working in this position, the employee is required to constantly work indoors

* Ability to provide own transportation to meetings, site visits, etc. as needed

* Available for occasional evening/weekend hours as needed for meetings, special projects, etc.
