Summary The San Diego VA Healthcare System's Engineering service has one (1) vacancy for the Engineering Technician position. The primary purpose of the position is to function as a facility Project Manager over work performed at the parent campus. The responsibilities of the position included developing and managing a wide variety of complex constriction projects, developing long-range and short-range facility plans. Responsibilities In this position, you will serve as Engineering Technician. Typical work assignments include, but are not limited to: Oversee and coordinate project management activity related to planning and monitoring construction design from conception stage to final drawing completion. Provide administrative direction and oversight over construction control activities and project milestones. Monitor budget from planning through construction phases and makes frequent inspections of worksites to ensure compliance with contract requirements. Conduct inspections of work to ensure compliance with contract documents. Prepare and process documents related to construction contracts, including progress reports, progress payment requests, payrolls, submittals, inspection reports, change order requests, time extension requests, etc. Review plans and work progress with contractor and subcontractors. Conduct and participate in partial and final inspections of completed work. Serve as a Contracting Officers Representative on planning, design, and construction projects. Perform other related duties as assigned. Work Schedule: 7:00am - 3:30pm PST Monday through Friday Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: To Qualify for the GS 11, Applicants must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Engineering Technician at the full performance level (GS-11). To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-10) in the Federal service. Specialized experience is experience in Technical work areas of drafting, surveying, construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes or Instrument maker or model maker who performed design or development work on devices fabricated. You will be rated on the following Competencies for this position: Problem Solving Project Management Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily in an office setting, however, there is some walking, standing, bending, carrying of light items (25 pounds or less). Also some work is accomplished on construction sites. Hardhats or protective gear are required at construction sites. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
