The successful candidate may be offered a position in either the Engineering Technician or the Senior Engineering Technician classification. The range for the Engineering Technician is $23.71 - $26.44 per hour; and for the Senior Engineering Technician is $26.14 - $30.06 per hour.

Summary of Duties: Under basic supervision, the Engineering Technician is responsible for assisting the general public and City personnel requesting information concerning the review/permitting process, ordinances and regulations.
Distinguishing Characteristics: This is the entry-level classification in the Engineering Technician series. The incumbent follows routine procedures and guidelines in the application of prescribed duties and works under close supervision with work frequently reviewed by a superior. This classification is distinguished from the Engineering Technician, Senior in that the latter performs more complex technical duties requiring a higher level of knowledge and skill.
Examples of ESSENTIAL JOB FUNCTIONS
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
* Assists in consulting engineers, developers, and contractors with inquiries regarding engineering design, standard details, specifications, and construction and development procedures.
* Participates in submission, routing, and monitoring the status of engineering permits and plans submitted for review or release between various City departments.
* Assists contractors in the release of engineering plans to include permitting (Developments, Right-of-Way and Small Cell) and verification of registrations and insurance requirements are met.
* Communicate clearly and consistently all issues regarding engineering processes, procedures and customer service policies.
* Reviews, provides feedback, and approves Franchise Utility, Small Cell, and Right of Way permits.
* Assists supervisors and/or managers with maintaining projects and permits procedures manual.
* Assists with training volunteers to perform tasks that streamline work supporting Engineering customer service counter.
* Assists with maintaining an organized document management process to ensure compliance with records retention and customer service work.
* Learn and become proficient in using Engineering department systems and software to track projects, permits and other related tasks.
* Regular and consistent attendance for the assigned work schedule is essential.
Marginal Duties:
* Performs other duties as assigned.
Typical Decisions: Participates in providing correct information to citizens, City employees, developers, engineers, etc., regarding Engineering records and procedures.
Minimum Qualifications:
Knowledge of: Engineering techniques and construction practices; Engineering Department functions, policies, procedures, and practices standard engineering design principles and techniques; engineering record-keeping requirements; effective letter writing practices.
Skill in: Communicating effectively both verbally and in writing; reading and interpreting civil engineering drawings; reading and interpreting established codes, standards, and specifications; able to prioritize and manage multiple projects, tasks and duties; establishing and maintaining effective working relationships; working effectively without undue instruction and supervision; operating microfiche and microfilm readers, copy machines, computer terminal, and peripheral equipment.
Education: Associate Degree in civil engineering.
Experience: A minimum of two (2) years of experience in engineering related work. Experience requirement is waived if the incumbent possesses a Bachelor's degree in an Engineering or related field.
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements
Licenses and Certifications: Texas Class C driver's license (must obtain within 30 days of hire per state law).
Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Senior Engineering Technician
Summary of Duties: Under general supervision, the Engineering Technician, Senior is responsible for overseeing the work performed at the Engineering counter to ensure project review and release is accomplished in a timely manner.
Distinguishing Characteristics: This is the journey-level classification in the Engineering Technician series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request.
Examples of ESSENTIAL JOB FUNCTIONS

* Oversees all work completed by the Engineering counter in regards to engineering projects, procedures, and permitting; implements and maintains the counter procedures manual, including recommendations to improve the plan review/release process.
* Responds to questions and inquiries related to City right-of-way, easements, flood maps, construction, and repairs; assists customers with picking- up and dropping-off engineering plans.
* Manages private development and franchise permit releases; reviews paperwork to ensure all necessary documents and included and completed.
* Reviews, provides feedback, and approves Franchise Utility, Small Cell, and Right of Way permits.
* Processes all 1st and 2nd plan project submittals; enters plan information into spreadsheet and provides a project number to be recorded in the record book; verifies all plan submittals are complete prior to routing them for review.
* Troubleshoots and coordinates project releases with the Building Inspection and Planning Departments; assists with database permitting and data entry.

* Trains and assumes all duties of the Engineering Technician; provides training for volunteers; assists with routing, filing, and stamping civil construction plans; participates in organizing files and filing systems.

Skill in: Communicating effectively both verbally and in writing; reading and interpreting civil engineering drawings; reading and interpreting established codes, standards, and specifications; establishing and maintaining effective working relationships; working effectively without undue instruction and supervision; operating microfiche and microfilm readers, copy machines, computer terminal, and peripheral equipment. Proficient in all aspects of the Engineering Technician position.
Education: Associates degree in civil engineering.
Experience: Three (3) years of experience in civil engineering. Experience requirement is waived if the incumbent possesses a Bachelor's degree in Civil Engineering or related field.

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
