The qualifications are:Engineer Technician Trainee:Either 1. one year of experience assisting in engineering, engineering technology, engineering management technology, architecture or architectural technology, environmental technology, electronics, electronics technology, landscape design, materials laboratory technology, drafting or surveying, AND graduation from high school or possession of diploma issued by a recognized educational authority; Or 2. 18 semester credit hours of college course work in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics, or electronics technology;Or 3. graduation from a high school technical program (recognized by an accrediting agency as meeting acceptable program practices and standards) in CAD/CAM, construction technology, drafting, engineering, engineering graphics, electronics, or electronics technology.Note: Upon successful completion of the 52-week traineeship, candidates will be automatically advanced to the Senior Engineering Technician position (SG-13).Senior Engineering Technician: In addition to the Trainee requirements listed above, you must also have:Either 1. two years of experience assisting in engineering, engineering technology, engineering managementtechnology, architecture or architectural technology, environmental technology, electronics, electronics technology, landscape design, materials laboratory technology, drafting or surveying; and graduation from high school or possession of an equivalent diploma; Or 2. an associate's degree in mathematics, physical science, geology, engineering or engineering technology,architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics, or electronics technology. Substitution: a certificate in CAD/CAM, construction technology, drafting, engineering, engineering graphics or electronics, may substitute for one year of the experience; or 36 semester college credit hours in mathematics,physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture or landscape design, drafting, forestry, surveying, aeronautics, electronics or electronics technology may substitute for experience at the rateof 18 semester credit hours equaling one year of experience.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Duties Description Construction:Engineering Technicians (ET)/Senior Engineering Technicians (SET) perform civil engineering technical supportactivities for engineering projects and programs. Under the direction of an Engineer in Charge (EIC), an ET/SETinspects one or more contractor's operations to assure compliance with plans and specifications. Takesnecessary material tests, interprets plans and specifications, conveys information to the contractor. Preparesdaily work reports, documenting contractor's operations. Takes measurements, performs computations andrecords item pay quantities. Prepares final record plans. Under the direction of EIC, monitors contractor'scompliance with miscellaneous provisions of contract such as EEO Labor Provisions, MBE/WBE, training, wagerates, job safety, work zone traffic control and environmental concerns. Instructs seasonal and lesserexperienced inspectors in project duties as needed. A SET may act as EIC when EIC is absent. An ET/SET mayalso perform work in the Technical Services Lab including, but not limited to material production and plantinspection, project site material testing, material design and testing, pavement and bridge deck coring,geotechnical boring, geotechnical testing, and technical document preparation. An ET/SET may also beassigned to a field survey crew or Regional Office to assist higher level technicians and/or Engineers.Design:Selected candidate will assist engineering and higher-level technician staff in performing field and officeengineering work by performing technical duties in support of engineers or engineering programs. Duties mayinclude but are not limited to: • Performing routine technical tasks such as taking measurements, checkingcomputations, collecting and compiling data, taking notes, producing maps and plans, and making simplecalculations. These tasks may also be performed at field locations. • Use of various computer applications andCADD in the performance of these duties is expected.Responsibilities may include serving a role within the Incident Command System to support thedepartment's response to regional and statewide emergency situations.Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, whichmeans no examination is required but all candidates must meet the minimum qualifications of the title for whichthey apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will bechanged from temporary pending Civil Service Commission Action to permanent non-competitive and the officialprobationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPSwill have their non-competitive employment status converted to competitive status, without having to compete inan examination. Employees will then be afforded with all the same rights and privileges of competitive classemployees of New York State. While serving permanently in a NY HELPS title, employees may take part in anypromotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by aregional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.)Department of Education/Secretary of Education.
