The Work You Will Do:

This position reports to the Business Support Program Administrator and is responsible for managing a diverse group of professionals who perform Operational and Program Performance (OPP) duties in support of the Division of Waste Management. The position requires the ability to manage a diverse group of employees and a functional understanding of the business and reporting needs of the programs in the Division of Waste Management.

Pay:

Annual Salary: $68,500.00 - $72,504.00 (Commensurate with Experience)

Your Specific Responsibilities:

+ Spends majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

+ This position reports to the Business Support Program Administrator and is responsible for managing the Division's IT group (Operational and Program Performance).

+ The person requires the ability to manage a diverse group of employees and a functional understanding of the business and reporting needs of the programs in the Division. Will effectively communicate, motivate, train, and evaluate on direct work performance of subordinates, and is responsible for time and attendance of direct reports.

+ Responsible for ensuring that staff develop and conduct program reporting and performance tracking functions for the Division's program areas, including storage tanks, solid waste and hazardous waste compliance, solid waste and hazardous waste permitting, waste cleanup, petroleum cleanup; and other reporting and tracking functions as needed.

+ Works with Division's Program Areas to establish priorities and needs for databases. Oversee the Division's data entry and database management activities to ensure consistency between the Division's databases.

+ Responsible for managing or coordinating with program business experts that represent the Division and interface with the Department's Office of Technology and Information Services (OTIS) technical staff, and with various Department contractors to develop and maintain information management tools for conducting program inspections, tracking activity, site, and facility inventories for regulated program interests; tracking of state funded cleanup site expenditures, progress, and completions; receiving and processing information from delegated local county programs; using geographic tools for representing the extent of site contaminations; tracking institutional controls established as part of contaminated site rehabilitation activities; coordinating and updating Internet and Intranet resources with current business information; interpreting, data cleanup, and overseeing state program information transfers to EPA Region IV; managing projects to develop and maintain electronic transactions such as online permitting and registrations, analytical data reporting and quality control processing, financial processing information flows in support of the Department's paperless initiatives; and other information management development and maintenance activities that require waste management program business experts.

+ Supervises staff that perform centralized tracking of Division property including computing and field equipment inventories and provide logistical support for managing user needs and technology support services to triage data system assistance requests, and hardware support for tools used by Division and related District program staff.

+ Oversees the IT portion of processes within the Division, including new hires, separations, PD refreshes, and IT related purchases.

+ Supervises staff that perform a range of document management, scanning, and archiving activities, including scanning of confidential and time sensitive paper documents that are needed for the Division to perform its daily business functions.

+ Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

+ Knowledge of basic pollution prevention concepts.

+ Knowledge of the basic principles of personnel administration.

+ Knowledge of principles and processes involved in business and organizational planning, coordination, and execution, which may include strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods.

+ Knowledge of business functions and an understanding of the types of programs implemented by the Division of Waste Management.

+ Ability to supervise large and diverse groups of individuals.

+ Ability to gather, organize and maintain technical information.

+ Ability to communicate effectively both orally and in writing.

+ Ability to understand technical information.

+ Ability to use personal computers.

+ Ability to perform basic mathematical calculations.

+ Ability to plan, organize, and coordinate work assignments.

+ Ability to establish and maintain effective working relationships with others.

+ Ability to travel to and participate in site visits at industrial facilities.

Required or Preferred Qualifications:

+ Bachelor's degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
