Environmental Chemical Specialist 1/2/3

OES / AIR PERMITS / PETROCHEMICAL

This position is in the Petrochemical Section of the Air Permits Division within the Office of Environmental Services. This position is domiciled in Baton Rouge, LA.

This position will be used to fill 4 vacancies.

The incumbent in this position performs technical reviews of air permit applications and other air quality-related reports and correspondence and drafts air permits and other actions for major and minor sources of air pollution for subsequent technical and management review. The position requires knowledge of a broad variety of engineering principals, industrial processes, and air pollution control technologies and requires a degree in Chemical or Mechanical Engineering.

As part of a Career Progression Group, vacancies may be filled from this recruitment as an Environmental Chemical Specialist 1, 2, or 3 depending on the level of experience of the selected applicant. The maximum salary for the Environmental Chemical Specialist 3 is $103,064. There is a Special Entrance Rate (SER) for this position, as follows:

Environmental Chemical Specialist 1 - $26.44 per hour or $2,115.20 biweekly

Environmental Chemical Specialist 2 - $28.29 per hour or $2,263.20 biweekly

Environmental Chemical Specialist 3 - $30.27 per hour or $2,421.60 biweekly

MINIMUM QUALIFICATIONS:

A baccalaureate degree in chemical or mechanical engineering.

NOTE:

Any college hours or degree must be from an accredited college or university.

Function of Work:

To provide engineering support to the environmental programs which require knowledge of the chemical process industry and/or varied chemical processes.

Entry.

Job Distinctions:

Differs from Environmental Chemical Specialist 2 by lack of responsibility for basic level scientific projects.Air Quality:

Assists in performing inspections and engineering evaluation of industrial facilities for compliance with air quality regulations and permit limitations.

Assists in performing technical review of permit applications requiring knowledge of varied chemical processes, chemical reaction kinetics, thermodynamics, mass transfer operations and air pollution control technology to determine pollutant emission rates and their effect on the air.

Assists in recommending enforcement actions regarding items of non-compliance determined through inspections and engineering analyses and calculations.

Assists in performing detailed engineering review of processes and/or emission control technology.

Assists in evaluating new federal regulations relating to air emission abatement.

Assists in development of state regulations and revisions to state implementation plans.

Assists in performing engineering assessments; makes recommendations concerning alternative treatment methods, control strategies and test procedures.

Hazardous Waste:

Assists in evaluating reports on engineering aspects of controls on processes used in storage or processing of hazardous waste, methods of recycling hazardous waste and methods to react substances or make them non-hazardous.

Assists in evaluating chemical analyses programs required at permitted facilities.

Assists in reviewing engineering drawings, structural specifications, anti-pollution measures and pollution control devices.

Assists in performing technical analysis of engineering proposals for detoxification and destruction of hazardous waste and new techniques associated with this process.

Water Quality:

Assists in reviewing plans and specifications for proposed treatment systems.

Assists in evaluating design and process data for existing treatment systems to determine effectiveness in treatment.

Assists in evaluating treatment systems to support or modify effluent guidelines.

Assists in developing new effluent guidelines.

Assists in development of water quality models, a series of mathematical equations that represent chemical reactions, biological reactions, and physical transport actions that pollutants undergo in the receiving water body.

May represent section in meetings and seminars.

May participate in public hearings.

Assists in answering questions on environmental matters from the general public, environmental groups and the regulated community.
