Central Territory Headquarters LI
Job Objective:
Provide expertise, training, monitoring and review of all environmental health and safety compliance issues and requirements for all applicable locations and personnel in the Central Territory.
Essential Functions:
This job description is not all inclusive. It is intended to identify the essential duties of the position. Other duties, responsibilities and tasks may be assigned.
Provide day-to day support in the administration of the overall environmental health and safety (EHS) program, to include but not limited to:
- Develop and coordinate worker and supervisory safety trainings and programs.
- Coach and support Divisional/Command staff and others to communicate the safety and health policies, standards/philosophies, and requirements to their workers
- Facilitate the establishment of local Safety Committees. Review meeting minutes and identify and train safety champions at Divisions, Commands, and units
- Work closely with Divisional, Territorial, and unit managers to ensure a continual improvement and compliance in eliminating accidents, injuries, illnesses, and environmental events with skilled knowledge and support through lasting corrective actions
- Create and support local units in the completion of required EHS forms which includes lockout tagout procedures, chemical inventories, safety data sheet binders, fall protection work plans, and personal protective equipment hazard assessments
- Promote the on-line training courses the Risk Management Department has made available to the Territory to the local commands. (Bloodborne Pathogens, Decision Driving, Decision Driving Truck, Forklift Safety, Hazardous Communication, etc.) Determine training gaps and partner with commands on creating trainings in the learning management system
- Instructional training designer in the learning management system, Litmos, and toolbox talks on various health and safety related topics
- Provide technical support and be a liaison between the training vendor, learning management system, and the field
- Submit and follow-up on remedial powered industrial truck training requests
- Manage the Territorial OSHA recordkeeping requirements which includes:
- Counsel the field on whether the injury or illness meets the definition
- Pull and distribute quarterly the worker's compensation loss history report to the Commands to support completion of their OSHA 300 logs
- Coordinate the annual completion of the OSHA recordkeeping requirements, which includes, sending out the reminder email, providing instructions for ADP reporting, investigating and counseling Divisions/Commands on whether the injury or illness meets OSHA's recording definition, audit OSHA 300 logs, 300A summaries, and 301 incident reports, and upload the OSHA 300A summaries, and when applicable OSHA 300 logs and 301 incident reports to OSHA's Injury Tracking Application
- Train new HR Coordinators on OSHA recordkeeping requirements
- Manage the Territorial Safety Training Preventative Maintenance alerts in Archibus
- Attend educational opportunities relevant to health and safety to gain knowledge and improve the safety program
Collaborate closely with the Assistant Risk Management Secretary in the maintenance of the comprehensive environmental health and safety (EHS) program.
- Assure compliance with applicable OSHA federal, state, local and Salvation Army EHS regulations and requirements
- Review pending and upcoming changes to OSHA, federal, state, and local regulations to assure preparations are made for future compliance requirements
- Provide technical support and advice during incident investigations
- Prevent accidents and other safety exposures by investigating, identifying causes, and developing preventative measures and practices
- Perform operational learning and identify solutions to site hazards that can be implemented at the unit or throughout the Territory
- Identify sources of safety and environmental risk
- Conduct site tours and walk-around inspections to ensure required EHS procedures and best practices are being implemented at the operational level
- Audit OSHA required paperwork for high exposure units at least annually
- Provide data reports for health and safety activities and performance metrics upon request, which include loss control reports, Health and Safety Institute training completions, mock OSHA inspection compliance scores, OSHA penalty reviews, and worker's compensation and general liability statistics
- Participate in Job Safety Analyses and Hazard Assessments to identify and eliminate work hazards and ensure proper personal protective equipment is used
- Provide remedial instruction to units to assure understanding, knowledge, and standardization of expectations and accomplishments after an incident or near miss
- Provide support during governmental onsite inspections or audits. Work with the unit to remediate any citations found
- Coordinate with the local unit on implementing corrective actions to address identified concerns and posting requirements resulting from an OSHA complaint
- Collaborate and network with external agencies, consultants, and vendors to broaden knowledge and obtain different perspectives to safety challenges
- Aid in the preparation of OSHA 10-Hour trainings
- Other projects as assigned by the Secretary or Assistant Secretary for Risk Management
Minimum Qualifications:
The requirements listed below are representative of the minimal knowledge, skills, and/or abilities required for this position.
Education & Certification:
Four-year college degree from an accredited college or university. Specialization in Occupational Safety and Health or Environmental Health, Environmental Sciences; is preferred. Equivalent combination of education and experience will be considered for the minimum requirement for this position.
Experience:
Two years' experience in developing and implementing environmental health and safety programs.
Knowledge, Skills, and Abilities:
- Extensive knowledge of OSHA regulations
- Must have high level of computer skills and technical understanding of software applications, such as, Excel, Power Point, Word, and must learn Salvation Army software systems
- Experience with navigating and creating content in Litmos and Articulate preferred
- Excellent communication skills, both oral and written, with coworkers, the public, and others at all levels
- Ability to respond effectively to sensitive topics while conducting reviews and audits
- Ability to write detailed reports, review/audit summaries and action plans
- Ability to make effective presentations to management and employees with a high degree of professionalism and confidence
- Strong attention to detail
- Ability to plan and work efficiently and effectively with little supervision
- Strong project management skills with ability to manage multiple projects at once
- Ability to train and provide hands-on demonstrations
- Must possess good mathematical aptitude and problem-solving skills
- Strong background in safety with a proven track record of results
Supervisory Responsibility:
No direct reports. This position is responsible for having environmental health and safety compliance and program management requirements in the Central Territory although having no line authority over these areas.
Travel:
15% travel throughout the Midwest

Work is performed in a typical office environment but will include visits to production centers, truck docks warehouses, shelters, and outdoor camps with various temperatures, fumes, noise levels, chemicals, and other elements. Some tasks will be completed outdoors in various weather conditions. Full-time position may require some weekend and evening work.
