Job Title: Environmental, Safety & Occupational Health (ESOH) Manager – TS with SCI eligibility Job Summary: EMCOR Government Services is seeking an Environmental, Safety and Occupational Health (ESOH) Manager to lead and manage our ESOH activities supporting a Government client in the National Capital Region (NCR). The ESOH Manager is a key member of a team of dedicated and talented professionals in delivering a wide range of BOS—such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - at facilities and sites located throughout the NCR. We value candidates who have a strong work ethic and who are detail-oriented while also being able to think and react quickly to emerging and unique problem sets. *** This position is contingent upon contract award. *** Essential Duties and Responsibilities include, but are not limited to:
- The principal manager responsible for the overall management of all environmental, safety, and occupational health activities and responsibilities - and their compliance – at all NCR locations.
- Per client direction and in coordination with EGS headquarters, develops, delivers, and maintains required OSHA written management processes to include record keeping requirements per local, state and federal regulations.
- Develops and conducts safety processes and training which provide ongoing safety awareness, emergency response (e.g. tornado and fire response) and safety orientation for new employees.
- Schedules/coordinates/follows-up and provides guidance on all regularly scheduled safety meetings and any associated safety issues.
- Per client direction and in coordination with EGS headquarters, develops and conducts, new Supervisor Orientation Program on Accident Reporting, Accident Investigation, federal/state/local/company policies on Safety Records/Documentation, and Safety Inspections.
- Audits and monitors all work areas for safety hazards and OSHA compliance.
- Per client direction and in coordination with EGS headquarters, develops and implements project-level environmental policies in accordance with all existing and new State/EPA Laws and Regulations.
- Conducts and administers contract activities related to the customer's permits and programs pertaining to federal/state/local regulations or permits.
- Recommends the purchase of all safety equipment.
- Assesses, develops and implements environmental health and safety programs currently in place to ensure continuity and improvement.
- Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.
- Ensures legal obligations are followed and ensures compliance with regulatory bodies and with environmental, health and safety guidelines.
- Keeps accurate documentation and when necessary, performs analysis of activities and processes to improve contract performance.
- Pro-actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors.
Qualifications:
- Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.
- Must possess and consistently lead with a Mission First, People Always mindset.
- Professional certification in one or more fields of Industrial Hygiene, Safety or Environmental Engineering is required (e.g., for Industrial Hygiene - Certified Industrial Hygienist (CIH); for Safety - Certified Safety Professional (CSP); and/or for Environmental Engineering - Professional Engineer (PE)).
- A minimum of 10 years of experience in the development and application of ESOH principles; at least 3 years managing an ESOH program of similar size, scope and complexity for BOS contracts.
- Demonstrated knowledge of ESOH guidelines (e.g. 29 CFR 1910, 29 CFR 1926, etc.) and experience with ESOH operations in U.S. Government facilities.
- Demonstrated knowledge and experience in the development, maintenance and reporting of ESOH metrics.
- Knowledge and experience with the ARCHIBUS and MAXIMO Computerized Maintenance Management System (CMMS) is desired.
- Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills.
- Demonstrated ability to lead in a diverse and dynamic environment with short-notice tasking and under high-pressure situations.
- Demonstrated personnel management experience with both organic and subcontractor staff.
- Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act.
- Strong technical knowledge of facilities maintenance and operations is desired.
- A bachelor's degree from an accredited university in Environmental Science, Health, Safety, Engineering (Civil, Environmental), or another related field is desired.
- Project Management Professional (PMP) desired, or equivalent specialized experience with Project Management tools and techniques (e.g., Program Management Professional (PgMP)).
