ENVIRONMENTAL PROGRAM MANAGER

An Overview

Are you experienced in resolving challenging environmental issues? If so, you are encouraged to apply for the Environmental Program Manager position in the Department of Transportation & Environmental Services (T&ES) Environmental Services Branch to perform professional and technical work on a broad range of environmental issues. The Environmental Program Manager is the lead staff member within the City's Environmental Quality Section working on environmental programs including noise control and enforcement, contaminated land remediation, air quality, implementation of the City's Environmental Action Plan, and other emerging environmental issues that the City faces. As part of your responsibilities there will be times when you are expected to work outside of regular business hours and occasionally work in the evenings and during weekends.

The Opportunity

* Leads and works with a small team of environmental professionals on a broad variety of environmental topics including sustainability and resiliency, contaminated land, air pollution, noise pollution;

* Administers and enforces the City's Noise Control program by managing the daily activities of the program and supervises one or more noise inspector(s). These activities including responding to residents' noise complaints, conducting on-site noise investigations, and issuing noise variance permits. Some of these activities may occur in evening and weekends.

* Supervises the City's Nighttime Noise Inspector.

* As part of the contaminated land program, reviews Phase I and Phase II Environmental Site Assessments, reviews site characterization reports, risk assessments, remediation / corrective action plans and Health & Safety Plans; Manages the investigation and remediation of City contaminated sites.

* Reviews development plans for environmental impacts for noise, air, and contaminated lands and participates in developing conditions for special use permits (SUP) and development special use permits (DSUP) to mitigate those impacts;

* Supervises EQ staff to the City's Environmental Policy Commission which is a citizen advisory group that makes policy recommendation in the City;

* Conducts investigations into air pollution complaints (service requests), meets with the complainant, and assists in resolving any problems;

* Works on the implementation and tracking of the City's Environmental Action Plan;

* Works with the Sustainability Coordinator to participate in public education and community outreach on environmental issues including the Eco-City Alexandria initiative;

* Represents the City government on regional environmental committees;

* Acts as a subject matter expert on a variety of environmental issues for the city

* Presents information regarding environmental issues to the community, outside agencies, senior staff, and City officials;

* Perform related work as required.

Minimum & Additional Requirements

Bachelor degree in Environmental Science or Engineering or equivalent with at least five years of professional experience in the environmental field. Three years of experience in managing environmental resources across different environmental disciplines in a public or private setting, and possess strong commitment to serving the needs of a diverse population, and proficiency in implementing successful programs to improve institutional performances regarding sustainability issues.

Ideal Candidate

To be considered as the Ideal candidate, you must possess a master's degree in environmental science or engineering or similar field, one year of Supervisory Experience, three years of experience collecting and analyzing environmental data.
