Disaster Recovery (TDR) is currently seeking an Environmental Program Manager for disaster recovery and mitigation programs across the U.S. and U.S. Territories. The successful candidate will have related experience as an environmental professional and direct experience leading environmental teams in disaster recovery programs. They will be responsible for functions assigned to them by the Client and TDR senior management team.This role requires a proactive leader with a passion for environmental work and a track record of successful program management. The ideal candidate will have strong organizational, communication, and analytical skills to drive environmental initiatives and foster partnerships.Program Development and Management:* Develop, implement, and manage environmental programs and projects in alignment with organizational goals and regulatory requirements.* Create detailed project plans, including timelines, budgets, and resource allocations.* Monitor program performance and make data-driven recommendations for improvements.* Develop and implement environmental policies, procedures and SOPs.* Monitor project performance across multiple client contracts.Environmental Project Management:* Prepare, author and review environmental assessments and related deliverables.* Maintain environmental and financial data for CDBG-DR programs, including daily review and quality control of incoming data.* Produce and present weekly reports for client and senior management review.* Review applicable required materials and provide technical assistance.* Review submitted environmental reviews for compliance with the program guidelines and policies.* Coordinate with staff to conduct required inspections of projects for compliance with HUD CDBG-DR program requirements.* Maintain all environmental review folders and data.* Coordinate with staff to assign tasks related to required Environmental Reviews and Historic Preservation reviews for projects.Compliance and Reporting:* Ensure all programs comply with local, state, and federal environmental regulations and standards.* Coordinate with state and local government agencies for information required to produce environmental reviews.* Prepare and submit regular reports on program outcomes, metrics, and compliance.* Maintain knowledge of federal grant programs in order to interact with clients (grantees and sub-grantees), federal agency representatives, peers, managers and project staff.Stakeholder Engagement:* Collaborate with internal teams, government agencies, and external partners to advance program goals.* Lead outreach and educational initiatives to raise awareness and foster community involvement in environmental programs.* Organize and facilitate meetings, workshops, and events related to environmental initiatives.Budget and Resource Management:* Develop and manage program budgets, ensuring cost-effectiveness and efficient use of resources.* Create detailed project plans, including timelines, budgets, and resource allocations.* Monitor program performance and make data-driven recommendations for improvements.Team Leadership:* Supervise and mentor program staff and volunteers.* Foster a collaborative and motivated team environment.* Lead members of the environmental team to ensure quality reports and client interaction.* Responsible for the training and development of employees under their direction in order to increase their proficiency in satisfying current job requirements and enhance their potential for advancement to more responsible positions.* Provide leadership and direction setting for project staff to work as a cohesive team.* Exercise normal supervisory responsibility with respect to subordinates, including those associated with performance appraisals, selection, and delegation of authority, work assignment and definition of areas of responsibility.Research and Innovation:* Stay informed about industry trends, emerging technologies, and best practices in environmental management.* Identify and implement innovative solutions to enhance program effectiveness and impact.* Ensure a positive and non-hostile work environment exist at all project sites.* Conduct activities in line with internal procedures, legislation, and industry standards.* Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.* Work in a safe manner at all times and report all health and safety incidents and concerns.* Additional duties as required.Qualifications:* Bachelor's degree in Environmental Science, Environmental Engineering, Sustainability, Planning or a related field.* Minimum of 5 years of experience working on HUD CDBG-DR programs generating environmental reports, Tier I reviews, Tier II reviews, and ensuring environmental compliance.* Willingness and ability to travel as needed.* Excellent writing skills and attention to detail.* Proficiency in use of computers and software appropriate to this position, including Microsoft Excel and Teams.* Proven track record of successfully managing complex projects and leading cross-functional teams.* Ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems).* Individuals in this position are expected to maintain a professional demeanor, have strong analytical skills, excellent verbal/written communication and interpersonal skills, the ability to effectively interact with individuals from various cultures and backgrounds.
