Job Description

This position is located in the Water Quality Division - Municipal Discharge and Stormwater Permit Section in Oklahoma City.

All applicants must be able to pass a background check and must be able to legally work within the United States. DEQ does not allow sponsorships.

Basic Purpose

Reviewing municipal wastewater, water reuse, and stormwater permit applications and drafting Oklahoma Pollution Discharge Elimination System (OPDES) discharge permits (Tier I and Tier II) for municipal facilities that discharge wastewater to waters of the state, drafting state permits to supply reclaimed water for land application or other reuse (Tier I and Tier II), and drafting authorizations for coverage under municipal and stormwater general permits.

Typical Functions

* Review applications for permits to discharge municipal wastewater to waters of the state for administrative and technical completeness.

* Draft OPDES discharge permits (Tier I and Tier II) for municipal facilities that discharge wastewater to waters of the state.

* Draft authorizations for coverage under municipal and stormwater general permits.

* Review applications for permits to supply reclaimed water for administrative and technical completeness.

* Draft state permits to supply reclaimed water for land application and other uses (Tier I and Tier II).

* Update the NMS permit database system to reflect permit processing status and incorporate permit requirements.

* Inspect municipal facilities as needed to aid in permit drafting.

* Respond to queries from permittees, the public, media, and state government.

* Provide technical assistance to permittees.

* Participate in training and outreach efforts as presenter and/or resource person or participant.

* Perform technical analyses, special projects, and other technical duties as assigned.

Travel Requirements

Employee will be required to travel within the state of Oklahoma on a regular basis and out of state travel on an occasional (as needed) basis. This position may require occasional overnight travel to fulfill job duties

Education and Experience

Level I: this level consist of a bachelor's degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering.

Level II: those identified in Level I plus one year of professional experience in one of the areas listed; or a master's degree in a qualifying area.

Level III: those identified in Level II plus two additional years of professional experience in one of the areas listed; or a master's degree in a qualifying area plus two years of professional experience in one of the areas listed.

Level IV: those identified in Level III plus one additional year of professional experience in one of the areas listed; or a master's degree in a qualifying area plus one additional year of professional experience in one of the areas listed.

To be considered for this position applicants must be within 60 days of obtaining their degree.

Physical Requirements

Movement, flexibility, strength and conditioning - Employee will be required to inspect municipal wastewater treatment facilities that will require flexing, bending, etc., and may occasionally be required to lift objects of 50 pounds or more.

Special Requirements

* Computer Skills - Employee must be capable of proficiently using DEQ standard software (MS Office, MS Word, Outlook, Excel, Access, MS Teams), and the Internet, as well as proficiency to learn data entry used in other database programs.

* Communication Skills - Employee must be capable of effectively and diplomatically communicating both orally and in writing with the regulated facilities, consultants, DEQ and other agency personnel, and with the public.

* Organizational skills - Employee must be capable or organizing and tracking their workload to complete multiple, simultaneous work assignments with differing deadlines.

* Flexibility and positive responsiveness - Employee must exhibit positive responsiveness with assigned tasks and with newly identified projects that the Agency/Division deem necessary to meet program assignments, commitments, and directives. The employee must be self-motivated and capable of working individually or as a team member to meet and advance the overall Agency or Division goals.

Additional Considerations/Preference (These cannot eliminate a candidate)

* Educational Background and Work Experience: Greater consideration will be given to candidates who have a grade point average of 3.0 or greater or have transcripts demonstrating coursework relevant to this position.

* Greater consideration will be given to candidates who have the relevant coursework or experience necessary to qualify for a position as an Environmental Programs Specialist II-IV.
