Position Overview

The Illinois Department of Natural Resources is looking to hire an Environmental Protection Associate. This position receives and evaluates documents submitted by oil operators to monitor compliance of Class II underground injection control wells, enters technical and administrative data into a computer database, assists the Production Unit Manager in preparation of evaluation for permit applications for close review, evaluates submitted forms and documents for coal, mineral and structure test wells, and receives, reviews, and processes permit applications for the Liquid Oilfield Waste System and Tank permits. The ideal candidate will be able to utilize their problem solving skills, independent research ability and public speaking skills. Essential Functions

* Under general supervision, performs paraprofessional scientific functions in the support of the Department's Office of Oil and Gas Resource Management (OOGRM) Permitting and Technical Services Unit

* Receives and processes all production permit applications, requests for permit transfers (forms OG-26CP, OG-26NP, and OG-26A), plugging forms (OG-06)

* Assists in the technical review of concrete structure, vacuum, and lease road oiling permit applications

* Assists in the technical review of Test Well permit applications

* Assists in the technical review of Liquid Oilfield Waste System and Tank permit applications

* Attends and participates in staff meetings, conference, seminars, and training sessions to increase professional experience and knowledge

* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

* Requires the knowledge, skill and mental development equivalent to the completion of two years of college with course work in physical, life, or environmental science

* Requires two years of technical experience in the field of pollution abatement or in the removal of asbestos and/or related field

Preferred Qualifications

* Two (2) years of working knowledge of modern inspections and investigate techniques and procedures.

* Two (2) years of working knowledge of state laws, rules and regulations as pertaining to environmental protection.

* Two (2) years of good decision-making abilities in order to recommend the approval or denial of applications for permits.

* One (1) year of experience in the ability to establish and maintain good working relationships with Department staff, consultants, and oil and gas well operators.

* One (1) years of experience in organizational skills

* One (1) year of experience in good verbal and written communication skills.

* Two (2) years of working knowledge of the Department's Illinois Oil and Gas Act and associated regulations as they relate to the Liquid Oilfield Waste Transportation Program, Test Well Permitting Program, and transfer-of-permit program.

The Office implements the Illinois Oil and Gas Act and enforces standards for the construction and operation of related production equipment and facilities. In addition, the Office regulated the injection of fluids into underground injection wells, through the UIC Program, and cleans up abandoned well sites through PRF and Landowner Grant Programs.
