Job DescriptionEnvironmental Protection Specialist - Field TechnicianThis position requires the ability to obtain a Public Trust to be considered. This position supports the Department of Energy (DOE) Western Area Power Administration (WAPA) Sierra Nevada Region (SNR) in Folsom, CA. The Contractor shall provide support to the environmental department in performing various environmental compliance activities. In performance of these duties, the Contractor will coordinate with WAPA's Natural Resources and Maintenance/Construction staff as the project scope and definition is determined. The Contractor shall provide the environmental compliance services as directed by the COR and CO. These services may include assistance with the preparation of other documentation required by environmental regulations, DOE, and WAPA guidance and policies.Compensation & Benefits:Estimated Starting Salary Range for Environmental Protection Specialist - Field Technician: $78,000 to $82,000.Pay commensurate with experience.Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.Environmental Protection Specialist - Field Technician Responsibilities Include:
  • Perform services in the field for spill response, inspections, including internal inspections, and escorting county regulators and regional air quality inspectors, hazardous and special waste disposals, pest control contractors, maintenance, sanitation, and safety functions at facilities throughout SNR.
  • Conduct environmental inspections, appraisals, environmental compliance activities, and chemical inventories.
  • Field verify Spill Prevention Control and Countermeasure (SPCC) plans and Hazardous Materials Business Plan drawings and requirements.
  • Stock spill kit supplies, clean out storage buildings, inventory hazardous wastes and materials and universal wastes.
  • Place updated permits and call lists in control rooms, build and deliver lamp boxes, weigh and ship bulbs, and prepare batteries for proper disposal.
  • Prepare packaging of hazardous and universal wastes for transport.
  • Document waste disposals, collect and process waste samples, weigh gas cylinders and other materials, take and process name plate photos, and take basic measurements.
  • Assist with the environmental training program.
  • Assist with reporting, data entry, and data maintenance.
  • Assist with maintenance of bird repelling foggers.
  • Support environmental team with field activities and surveys.
  • Sign and maintain hazardous waste manifests.
  • Performs other job-related duties as assigned.
Environmental Protection Specialist - Field Technician Experience, Education, Skills, Abilities requested: Qualifications:
  • Education: High School Diploma or equivalent
  • Experience:
    • At least 1 year of environmental compliance site work
    • Professional technical writing experience
    • Experience with environmental impact assessments, NEPA reviews (preferably for Electric Utility Industry projects)
    • Experience coordinating with State and Federal agencies
  • Certifications:
    • HAZWOPER (40-hour initial training + 8-hour annual refresher)
    • CA Title 22 (RCRA), DOT certification (every 3 years)
    • Forklift certification (must safely load/unload trucks by hand or forklift, secure loads)
  • Skills & Abilities:
    • Able to lift at least 75 pounds
    • Valid CA Driver's License
    • Familiarity with reporting systems such as:
      • SPCC Reporting
      • Hazardous Materials Business Plans (via CERS)
      • Diesel Fleet Reporting (DOORs, TRUCRs)
      • Portable Equipment Registration Program
      • Air Quality Modeling Interpretation
      • Energy Star Reporting for water/energy usage
      • Pollution Prevention Reporting
    • Effective communication with diverse technical, field, and administrative staff
    • Ability to represent the Environment team in the field in a professional and friendly manner
    • Work independently after initial training, with a self-starter attitude, especially in teleworking environments
    • Growth mindset and a drive for continuous learning
    • Ability to collaborate with construction staff on environmental compliance in a supportive, problem-solving way
    • Able to handle both administrative tasks (computer-based) and field support (e.g., moving hazardous waste drums, sampling, equipment maintenance)
    • Strong attention to detail when conducting assessments and documenting findings
Other Requirements:
  • Must be able to obtain a Public Trust clearance
  • Must pass Cherokee Federal pre-employment qualifications
  • Travel - Mostly day travel with occasional overnight travel (1-2 days)
  • Schedule - M-F, Full Time/Salary/Exempt/Days
  • Expected to be in the office - Hybrid must report on-site during the pay period but largely work from home. Subject to change as government requirements change.
