About the Program

The Colorado Department of Public Health and Environment is the agency delegated primary enforcement authority by the Environmental Protection Agency (EPA) for the federal Safe Drinking Water Act. The Safe Drinking Water Program, housed within the Water Quality Control Division, implements the Safe Drinking Water Act through the Colorado Primary Drinking Water Regulations. The purpose of the Safe Drinking Water Program is to provide compliance oversight, assistance, financial support and training to public water systems so they can always supply safe drinking water to the public.

The Local Assistance Unit lies within the Community Development & Partnership section of the Safe Drinking Water Program in the Water Quality Control Division. The unit supports liaison work between the Division and Colorado's Water and Wastewater Facilities Operator Certification Board and provides operational assistance, coaching and training to public water systems. The unit is also responsible for the development, implementation, and compliance of the Drinking Water Revolving Fund capitalization grant set-asides that are used to fund activities in the unit and across the division. Finally, the unit is responsible for coordination of Colorado's Water/Wastewater Agency Response Network ( CoWARN ).

About the Position

This position provides support through training and assistance for Colorado's public water and wastewater systems and facilities on a range of Technical, Managerial, and Financial (TMF) capacity issues and provides oversight of the division's Excellence Awards and Assistance Grants Programs. Duties related to the management of the Pursuing Excellence and Assistance Grants Programs and water and wastewater system training and assistance.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Option One:

Six (6) years of experience in water quality or a related environmental field that included activities or responsibilities associated with regulatory compliance.

Option Two:

Requires graduation from an accredited college or university with a bachelor's degree in biology, chemistry, engineering, environmental science, geology, hydrology, or closely-related field

AND

Two years of experience in water quality or a related environmental field that included activities or responsibilities associated with regulatory compliance.

Substitutions

Work experience in water quality or a related environmental field will substitute for the bachelor's degree on a year-for-year basis.

An advanced degree in biology, chemistry, engineering, environmental science, geology, hydrology, or closely-related field will substitute for the required experience on a year for year basis.

Other requirements

+ Requires successful completion of a CDPHE pre-employment background check

+ Travel requirements - Frequent in-state overnight travel to provide class room training and direct hands on assistance to water professionals (20%).

Preferred qualifications

+ Excellent oral and written communication skills

+ Relevant years of State service shall be considered

+ High level of emotional intelligence that facilitates the ability to sense others reactions, views and goals, and actively manages own reactions and behavior based on that information

+ Prior experience working with or exposure to stakeholder groups
