Job Summary

These positions are located in the Department of Energy and Environment (DOEE), Environmental Services Administration, Lead-Safe & Healthy Housing Division, Lead Compliance and Enforcement Branch. The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

These positions will conduct lead-based paint inspections, including complaint investigations. Investigate violations of peeling paint or unsafe work practices. Also, advise on or perform administrative enforcement, or program work relating to the lead-based paint inspections and certification. These positions will also ensure compliance with environmental laws and regulations or provide public outreach and education. Review applications for certifications and accreditation, and determine whether to approve or deny the same, in accordance with established scientific and regulatory standards, criteria, and procedures.

Duties and Responsibilities

Perform work in one or more of the following environmental programs: Underground Storage tank Management; Hazardous and Solid Waste Management: Water Quality Protection; Air Quality Protection Hazardous Materials, including Indoor Air Quality, Lead Hazard Control, Pesticides, and Asbestos. Provide assistance in planning, developing, preparing, and implementing Standard Operating Procedures, Quality Assurance Project Plans, and similar quality control measures relating to specific environmental disciplines. May provide assistance in designing and implementing sampling and analysis plans; Collect and analyze environmental data and information; and create and maintain databases and records relating to findings, conclusions, and decisions.

Review trade journals, news releases, technical reports, District and federal legislations, regulations, and guidance documents for developments that might affect regulatory, compliance assistance, enforcement, and public outreach and education programs. Inform supervisor of any information considered significant. Interpret District and federal statutes, regulations, and guidelines for specific environmental discipline. Provide assistance in planning, developing, and implementing an inspectional, sampling, investigatory, and enforcement program relating to specialized scientific and technical practices relating to one of the above environmental programs to protect human Health and the environment from the adverse effects of pollution.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Knowledge of District and federal environmental and natural resource laws and regulations, principles, concepts, practices, methods, techniques, documentation and reporting requirements, and lawmaking and rulemaking processes related to the appropriate environmental or natural resource specialty is highly desired.

Licensure/Certification

Incumbent is required to possess a valid driver's license.

Work Environment

Work is performed in an office setting and field environment.
