Duties
* Serve as technical expert responsible for the implementation of a broad environmental compliance program within the BIA Eastern Region.
* Responsible for all aspects of environmental compliance and tasked with evaluating the environmental effects of the Bureau funded, approved or permitted activities.
* Determines environmental liability or assesses responsibility for past actions.
* Prepare and process environmental documents required under the National Environmental Policy Act (NEPA), including appropriate tribal ordinances and regulations.
* Conduct environmental training and presentations to tribes.
* Provide technical expertise and serve as the contracting Technical Representative (COR/AOTR) on regional contracts where environmental remediation is needed.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0028).
GS-09: Qualifying is at least one year of specialized experience equivalent or comparable to at least the GS-07 grade level in the Federal service. Examples of specialized experience include providing assistance by researching environmental protection issues protection issues; carrying out specified portions of environmental protection projects and identifying and recommending solutions to problems; assisting with site inspections; collecting data, reviewing documents and analyzing evidence.
OR
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR a combination of total qualifying experience and education required for the grade level that totals 100% of the requirement is qualifying.
GS-11: Qualifying is one year of specialized experience equivalent or comparable to at least the GS-09 grade level in the Federal service. Examples of specialized experience includes work which involves performing analytical duties associated with the planning, development, execution and review of environmental laws, regulations, and standards to ensure compliance; using analytical techniques to modify or adapt established environmental protection procedures; performing site inspections; writing reports, recommending corrective/mitigation action; conducting environmental surveys.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of total qualifying experience and education required for the grade level that totals 100% of the requirement is qualifying.
GS-12: Qualifying is one year of specialized experience equivalent or comparable to at least the GS-11 in the Federal service. Examples of specialized experience include serving as a senior advisor to management on requirements of environmental compliance and planning, writing environmental impact statements, environmental assessments and categorical exclusions; dealing with multiple permitting agencies at various levels; synthesizing complex environmental information from a variety of sources for inclusion into documents readily understood by the public; conducting environmental training and presentations; understanding and incorporating management policies in documents; coordinating long and short term goals that incorporate multiple entities.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
