Job Summary
The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
This position serves as an Environmental Protection Specialist in the Natural Resources Administration, Watershed Protection Division, Maintenance and Pollution Prevention Branch. The mission of the Watershed Protection Division is to conserve the soil and water resources of the District of Columbia and protect its watersheds from nonpoint source pollution. The mission of the Maintenance and Pollution Prevention Branch is to prevent pollution through compliance assistance, training, and maintenance of District stormwater assets. The position will serve as part of the green infrastructure (GI) maintenance team, which oversees grants and contracts to maintain GI and perform maintenance on all District-owned and District[1]installed stormwater infrastructure. Maintaining GI keeps these facilities in top condition so that they can treat and infiltrate stormwater pollution which improves water quality in local rivers and streams and recharges the groundwater table.
Duties and Responsibilities
The person in this position will play a critical role in leading the GI maintenance efforts that help the District keep its GI in optimal condition thereby keeping the city in compliance with its municipal separate storm sewer system permit requirements and Chesapeake Bay Program Agreements. Training in and knowledge of hydrology, green infrastructure techniques, best management practices (BMP) maintenance, and watershed restoration. They will assist in developing project cooperative agreements, and memoranda of understanding, and ensures that the agreement conditions are followed. Including, preparing annual work plans, and monthly, quarterly, mid-year, and annual reports. Conducts requests for applications (RFAs), reviews proposals, and administers the solicitation processes for contracts.
The incumbent will assist in managing sub-grants, writing agreements, preparing correspondence, conducting onsite visits, reviewing and approving reports, and maintaining grant files. Including, participating in interagency and intergovernmental groups and organizations to provide policy recommendations, technical review, or regulatory oversight; and conducting public participation activities, including participation in restoration advisory boards, public workshops, public meetings, and public hearings. Assists in the development and drafting of environmental policies, regulations, guidelines, procedures, and forms. They will meet with local groups composed of private citizens or representatives of public or private associations to acquaint them with departmental policies on environmental matters and provide information regarding proper methods for controlling and abating environmental hazards and for conserving natural resources. Performs other related duties as assigned.
Qualifications and Education
Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
Preferred Experience: Significant grants and contract management experience, including writing scopes of work, managing grants and contracts, reviewing and approving invoices, and reviewing and reporting on grant and contract deliverables is preferred. The incumbent should have experience managing all phases of green infrastructure maintenance including planning, assessment of facilities, solicitation development and selection, inter-agency coordination, repair or rehabilitation, inspection of work and payment of invoices. The position involves significant interaction with District landowners and engaging with the public to educate them about green infrastructure and to address complaints and concerns. A background in engineering, biology, environmental science, and/or ecology is also desired
License and Certification
Incumbent is required to possess a valid driver's license.
Working Conditions/Environment
The work is performed in an office which is an adequately heated, lighted, and ventilated and in the field. May be required to provide 24-hour standby coverage in the event of an environmental emergency. May be subject to medical surveillance program designation due to potential exposure to hazardous environments.
