Primary ResponsibilitiesThe primary duties of the Environmental Section Team Lead include serving as an environmental subject matter expert on regulatory issues along the Texas Gulf Coast, including the Houston-area and surrounding counties. This individual will work on and managing a wide variety of environmental evaluations, regulatory permit consultations, and National Environmental Policy (NEPA) documents for private and public clients. This position will be based in our Texas Gulf Coast Area and one of our two Houston-area office location.In the role ofEnvironmental Section Team Lead, we'll count on you to:
- Work as a member of our Texas Gulf Coast environmental sciences and planning section and regional environmental team
- Provide technical expertise at project level and assist with growing HDR's environmental program through development of client relationships and identification of opportunities for expansion of our environmental services
- Assist in the responsibility for operations of production section including staff development, profitability, morale, quality control and marketing support
- May function as a Project Manager or Assistant Project Manager and assist in responsibility for production on projects in addition to management responsibilities
- Take responsibility for project and staff management, such as tracking project deliverables, schedules, workload, reviewing invoices, and managing subconsultants
- Establish sequencing of environmental tasks/projects, from financial management through successful completion of the project, utilizing our technology, standards, and project delivery practices
- Plan, direct, and monitor all aspects of large multidiscipline projects or medium-sized projects with high degree of technical complexity
- Produce high quality project deliverables and coordinate several projects concurrently
- Participate in schematic design reviews and work sessions at project sites in conjunction with Project Engineers, Planners, and other disciplines
- Coordinate workload with project team throughout entire project development to complete documents on schedule
- Assist in the selection, training, development and management of technical personnel
- Supervise and mentor project teams and act as mentor for less-experienced environmental staff
- Provide regulatory (Section 10/401/404/408 & NEPA) guidance to internal and external clients.
- Be an effective written and oral communicator through reports, memos, emails, and in person and virtual meetings with clients and agencies.
- Work cooperatively with regional leadership and marketing staff in local and national marketing and production efforts
- Create proposals with scopes of work and labor / fee estimates, create qualifications response packages, and work with marketing staff to review environmental and regulatory opportunities.
- Be directly involved with industrial and public clients in marketing, project production and related issues
- Implement, monitor and support company policy
- Perform other duties as needed
Preferred Qualifications
- Master's degree in Environmental Planning, Environmental Science, Ecology, or closely related field (equivalent to 2 years of work experience)
- At least 8 years of experience in environmental planning, impact assessment, environmental permitting, and/or NEPA (or similar studies)
- Proven experience managing the environmental investigations, Section 10/404 permit coordination, impact evaluation, and mitigation planning activities for infrastructure projects
- Experienced in MS Office Suite and ArcGIS.
- Self-starter with excellent writing and communication skills, with ability to work independently and as part of a team.
- Strong conceptual, organizational, problem-solving, and research skills
- 5+ experience working in Gulf Coast ecosystems
- Established relationships with state and federal regulators and stakeholders responsible for project reviews on the Texas Gulf Coast
- Professional certification such as a Certified Wildlife Biologist, Professional Wetland Scientist, or Certified Planner, or the qualifications and desire to seek certification.
- Experience conducting protected habitat and presence/absence surveys, developing Biological Assessments, and leading Section 7 Consultation efforts with USFWS
- Demonstrated ability to manage financial and technical aspects of environmental projects and tasks
- Excellent marketing and business development skills in addition to contacts/relationships
- Experience managing multi-disciplinary teams to successfully complete environmental tasks
QualificationsRequired Qualifications- Bachelor's degree or equivalent experience
- A minimum of 7 years experience
- Professional registration, license or certification may be required based on role
- Strong communication and listening skills
- Ability to handle multiple assignments
- Good leadership and organizational skills
