Purpose/Introduction

Chevron Phillips Chemical is seeking an Environmental Specialist with expertise in LDAR and Waste media to join the Environmental, Health, Safety, & Security (EHS&S) team for the Golden Triangle Polymers (GTP) facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up. This position will be assigned to the project location in Orange, TX and will be a permanent position and member of the EHS&S team upon project completion.

The successful candidates will be tasked with implementing systems, policies, and procedures for ensuring compliance with LDAR and Waste applicable federal, state, and local environmental regulations, as well as adherence to company policies, procedures, and company best practices.

This position will report to the Environmental Superintendent and will be heavily involved in developing and championing tasks from the EHS&S Operational Readiness Plan related to LDAR and Waste media. The position, as needed, will also support the project Environmental Lead during the construction phase of project. Following commissioning and startup, the job functions will transition to a more traditional Environmental Specialist role characterized by normal plant operations. #HPCP

Responsibilities

* Work with procurement to set up LDAR and Waste contractors.

* Achieve/maintain subject matter expert (SME) status for LDAR and Waste media.

* Implement a Waste program for GTP greenfield site per the following, but not limited to:

* Properly characterize waste streams as hazardous waste, non-hazardous waste, or exempt/recycle materials. This includes working with laboratories and process units to sample and analyze materials and develop waste profiles as needed.

* Manage the labeling, storage, shipment, and tracking of waste to achieve proper handling and disposal. This includes working closely with Operations, Maintenance, Projects and other support departments to develop and implement procedures on proper waste handling.

* Interpret applicable federal, state, and local regulations and waste authorizations as they relate to Company operations and develop compliance strategies for the same.

* Maintain up-to-date site Notice of Registration (NOR), waste profiles, waste procedures, hazardous waste contingency plan, waste manifesting system and drum tracking system.

* Assemble data for environmental compliance reports, general enforcement issues, metrics and performance tracking. Prepare and submit these reports in a timely manner to meet required deadlines.

* Work with site waste contractor to implement, maintain, and improve monitoring, recordkeeping, and reporting of environmental compliance.

* Implement LDAR program for GTP greenfield site per the following, but not limited to:

* Assist and manage LDAR contractor with P&ID review, component identification, LDAR database development and implementation.

* Assist/manage LDAR contractor tagging plan development and implementation along with working as needed with permitting consultant on LDAR AMOC.

* Assist/manage LDAR contractor with AMOC monitoring and initial component monitoring after startup.

* Ensure repairs/attempt repairs are coordinated and completed as required working with LDAR contractor and site maintenance.

* Educate/train affected personnel.

* Perform and coordinate reviews and audits in compliance with regulations and company requirements/standards

* Oversee and as necessary participate, in weekly environmental inspections and routine and special sampling for plant projects and upsets.

* Conduct environmental inspections/audits to ensure activities/conditions are consistent with CPChem policies/procedures and comply with federal, state and local regulations.

* Develop and maintain strong working relationships with federal, state, and local regulators.

* Represent the Company during regulatory inspections and during other meetings with the regulators.

* Serve as an internal SME Waste and LDAR, for expense and capital projects, including the preparation of the Environmental Statements.

* Maintain recycling records and encourage recycling opportunities.

* Participate in the Management of Change (MOC) process to ensure waste regulations are addressed for newly installed equipment and that demolished or idled equipment is cleared and cleaned per required regulations.

* Perform other environmental related work as assigned by the Environmental Superintendent.

Required Qualifications

* Minimum of a High school diploma or GED

* Minimum of 8 years of experience in TCEQ and/or EPA regulations for LDAR

* Excellent interpersonal skills and superior written/verbal communication skills

* Ability to develop plans and execute strategies

Preferred Qualifications

* Bachelor's degree in science or engineering related discipline

* Chemical/Refinery experience

* Waste management experience
