The Orange County Environmental Protection Division is seeking to fill an Environmental Specialist I (ES I), Environmental Specialist II (ESII) or Senior Environmental Specialist (SES) position in the Natural Resources, Permitting Program. Work is characterized by considerable independence and responsibility to exercise initiative, and carry all assignments through to completion. Candidate will complete technical reviews of private and commercial development projects, to include sufficiency reviews of applications, site inspections, and review and analysis of proposed impacts and mitigation, to determine if projects meet County environmental regulations.
Job Description
General Functions
This position will provide assistance to the Natural Resources, Permitting Program. Candidate will complete technical reviews of private and commercial development projects, to include sufficiency reviews of applications, site inspections, and review and analysis of proposed impacts, to determine if projects meet County environmental regulations. Candidates must have good technical and communication skills, and the ability to provide good customer service.
Representative Duties/Assignments
* Conduct site inspections to verify wetland delineations are accurate and consistent with the wetland delineation methodology set forth in Chapter 62-340, F.A.C.
* Evaluate compensatory mitigation utilizing Chapter 62-345, F.A.C.
* Review of various types of construction plans including mass grading, lot splits, fence permits, petitions to vacate, tree harvest authorizations and others as necessary.
* Review and evaluate various types of permit applications including wetland determinations, wetland impacts, shoreline vegetation removal, boat docks, boat ramps, shoreline alteration/dredge and fill, and other permit applications for compliance with County environmental regulations.
* Conduct comprehensive site inspections of sites reported for non-compliance and communicate effective resolution strategies with permit holders.
* Conduct enforcement activities and communicate resolution strategies with property owners/violators.
* Assist in the preparation of cases for formal enforcement to the Code Enforcement Special Magistrate.
* Participate in studies, surveys and specialized research.
* Attend public meetings, make presentations and provide public assistance as needed.
* Perform other related duties as assigned.
Minimum Qualifications
Environmental Specialist I
Associate's degree from an accredited institution or the equivalent of two years of full-time undergraduate study major course work in Environmental or Civil Engineering, the natural sciences, or a related field.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, exposure to dust and fumes, and occasional exposure to adverse weather.
Based on area of assignment, may be required to possess and maintain a valid Florida Operator license.
Environmental Specialist II
Graduation from an accredited four-year college or university with major course work in Environmental or Civil Engineering, the natural sciences, or a related field and one year environmental experience.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, exposure to dust and fumes, and occasional exposure to adverse weather.
Based on area of assignment, may be required to possess and maintain a valid Florida Operator license.
Senior Environmental Specialist
Graduation from an accredited four-year college or university with a Bachelors Degree and major course work in Environmental or Civil Engineering, Geology, the natural sciences, or a related field and three years of environmental experience.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
Preferences
Proficiency with ARCGIS software
Experience with or the ability to learn (within six-months of hire) the County's Land Development Management System (LDMS) software
Experience with central Florida flora and fauna and the ability to determine hydric soils.
