Work Hours: Monday-Friday, 7:30 am - 4:00 pm
Assists the Ecological and Marine Resources Staff with marine and waterway management projects and tasks as part of the Manatee County Natural Resources Department. Duties may include environmental or regulatory inspection, enforcement, monitoring, sampling, evaluation and analysis. All duties are performed in accordance with applicable Federal, State, and local environmental laws, ordinances, codes, and regulations.
Working Conditions
Typical indoor office environment. Regular outdoor field work required, often in adverse weather conditions including long exposure to sunlight and extreme heat and humidity. Lifting equipment up to 50 lbs. alone and up to 75 lbs. with assistance. Regularly required to operate county vehicles, including trailering vessels up to 28 feet long, as part of the duties of the job. Must be able to swim. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally required to work other than normal business hours, including nights and weekends.Essential Functions

Assists the Program Manager and Marine Coordinator with tasks and projects under the purview of the Marine Resources section.
Writes work assignments as needed; oversees and inspects contractor project work.
Participates with a multi-disciplined environmental team.
Collects and maintains technical data; evaluates ecological and environmental impacts; develops reports, legal notices, and specialized studies.
Assists with the development of grant applications and work plans.
Interprets and enforces the Manatee County Lost and Abandoned Vessel Ordinance.
Performs SCUBA field work as necessary.
Serves as vessel captain during field work as necessary.
Investigates citizen complaints regarding abandoned or derelict vessels, waterway management issues, aids to navigation, hazards to navigation, and boat ramps. Recommends and/or takes necessary corrective actions.
Uses Global Positioning System (GPS) equipment to collect data for the department's Geographic Information System (GIS); performs spatial analysis with the department's GIS and prepares interpretive maps.
Makes public presentations related to area of assignment.
Initiates enforcement actions and/or recommends corrective actions based on inspection findings of administrative or operational non-compliance.
May be required to respond to emergency situations, which could include hazardous circumstances, in an efficient and professional manner, and in accordance with applicable laws, rules, regulations, and procedures.
Strictly adheres to established safety procedures to protect self, co-workers, and the general public.
Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County.
Performs other related work (including weather or other extreme emergency duties) as required.Bachelor's degree in natural/physical sciences, geography, environmental engineering, or related field.
One (1) or more years of professional or technical experience related to area of assignment.
SCUBA certification required. Prior technical and/or scientific SCUBA diving experience desired.
Must possess a Florida Boating Safety ID Card.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
Red Cross CPR Certification required within 6 months of hire.
A comparable combination of education, training, and work experience that provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.Knowledge, Skills, and Abilities:

General knowledge and understanding of computer applications and software programs required to perform job duties, including GIS technology and its application.
Good written and verbal communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with co-workers, management, the general public, and other stakeholders. Able to explain facts, policies, and practices.
Capable of working independently.
