The Florida Department of Health in Sarasota County is seeking a dedicated Environmental Specialist III SES to take on an advanced supervisory role within the Office of Environmental Public Health. This position involves regulatory responsibilities primarily focused on the Onsite Sewage Treatment and Disposal Systems (OSTDS) program. The incumbent will manage various supervisory tasks, including motivating, training, and evaluating team members while planning and overseeing employee work to maintain program operational excellence and deliver outstanding client and customer service.

Responsibilities

OSTDS Program Duties

* Review OSTDS applications, designs, and plans, issuing or denying construction permits for residential and commercial systems.

* Conduct construction site and soil evaluations, and perform inspections of new, repaired, and modified systems to ensure compliance with Florida Statutes, Administrative Codes, and Sarasota County Ordinances.

* Investigate pollution complaints and initiate enforcement actions as necessary to correct unsanitary conditions and prevent environmental public health hazards.

* Perform strenuous fieldwork, including site and soil evaluations on undeveloped land in various weather conditions, such as high heat and humidity.

Supervisory and Client Support Functions

* Apply strong leadership principles to assign work, monitor performance, address deficiencies, and ensure accountabilities for all direct reports, fostering a culture of continuous performance improvement.

* Consult with property owners, contractors, engineers, and stakeholders regarding OSTDS construction requirements, inspections, and related development projects.

Additional Program Support and Oversight

* Support the water well construction program by reviewing applications and issuing permits for domestic, commercial, agricultural, and industrial wells. Assist in other Environmental Public Health programs as needed.

Data Management & Compliance Reporting

* Accurately and promptly input permit, inspection, and enforcement data into agency databases.

* Complete and submit daily activity reports and timesheets within designated timeframes.

* Attend required Department of Health training sessions and respond promptly to emergency alerts.

* Initiate compliance and enforcement actions to remedy environmental public health conditions that violate Florida Statutes, Administrative Codes, and Sarasota County Ordinances.

Knowledge, Skills, and Abilities Required

* Knowledge of environmental health principles, practices, and relevant Florida Statutes, Florida Administrative Code, and Sarasota County Ordinance.

* Proficiency in using field equipment such as soil augers, probes, measuring devices, and laser levels, with the ability to conduct soil evaluations using a hand-operated soil auger to a minimum depth of six feet. Ability to lift to 60 pounds without assistance.

* Excellent communication skills to effectively engage with clients and enforce regulations.

* Physical capability to work outdoors in various weather conditions and sustain prolonged periods of walking or standing.

Qualifications

Required:

* Bachelor's degree in a physical or natural science or public health with at least 30 credit hours in science.

* Certification as a Florida Environmental Health Professional to work in the OSTDS program, as per Section 381.0101, Florida Statutes, and Florida Administrative Code 64E-18.

* Valid Florida driver's license.

Preferred:

* Registered Environmental Health Specialist (REHS) or Registered Sanitarian (RS) certification through the Florida Environmental Health Association (FEHA) or the National Environmental Health Association (NEHA).

Other Requirements

The incumbent may be required to work outside standard hours in emergencies, including duties in special needs shelters and responding to public health threats. Due to the sensitive nature of this position, background screening is required.
