Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

In this role, you will integrate environmental requirements into large-scale project planning documents, permit applications, design criteria, construction plans, schedules, and subcontract documents. You will provide input on bid decisions, identify new approaches, conduct inspections, and participate in emergency response. Your work will help reduce adverse environmental impacts of Bechtel projects.#LI-VB1

Major Responsibilities:

* Assists execution of the environmental component of an ESH Program inclusive of technical and administrative aspects.

* Assists development and implementation of Environmental Management Plans, associated environmental plans and procedures, and training program.

* Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups to assure that environmental requirements are integrated within project planning and execution.

* Interprets environmental requirements and provides guidance on risk assessment and program execution.

* Research issues and regulatory requirements and prepares documentation and reports.

* Supports environmental permitting, studies, risk assessments, and reviews involving site conditions, natural resources, cultural resources, and communities.

* Participates in emergency response and incident investigation and resolution.

* Participates in meetings with customers, team members, subcontractors, permitting agencies, and other stakeholders.

* Conducts inspections and environmental monitoring and sampling to help identify risks, confirm the effectiveness of mitigation measures, and assess compliance with contract, regulatory, project, and Bechtel requirements.

* Provides guidance regarding environmental mitigation, permit conditions, sustainability concepts, and protection of environmentally sensitive areas, species, and communities.

* Provides specialized environmental input to Engineering, Construction, and Subcontracts, thus ensuring that environmental requirements are integrated into project planning, design criteria, construction plans and specifications, and subcontracts

* Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of specialized environmental requirements that may affect project design, construction schedule, and cost

* Responsible for drafting Environmental Compliance Plans, Construction Environmental Control Plan (CECP), and project specific mitigation plans (e.g., Stormwater pollution prevention plan, Spill prevention, control and countermeasures plan, etc)

* Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, permits, the project's CECP, and mitigation plans

* Follows up on Environment non-conformances to ensure are corrected in a timely manner and that appropriate controls are always maintained

* Lead, participate in and/or support any investigation on near misses and incidents as required

* Maintains relationships with internal Bechtel organizations (e.g., Engineering, Construction, and Subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues and implementation of ES functions into project proposals, designs, and construction plans

* Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards

* Maintains contact with other ES personnel (e.g., Project Environmental Lead) to keep them informed of changing requirements and to provide technical assistance

* Maintains contact with professional colleagues and organizations in government, industry, and universities to keep abreast of advancements in the discipline field (e.g., wetlands mitigation, biological/ecological planning and mitigation, erosion and sediment control, air emissions monitoring, water quality, contaminated property remediation)

Education and Experience Requirements:

* Requires a Bachelor's degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 2-5 years of relevant experience or 6-9 years of relevant work experience

* Knowledge of environmental management, monitoring and mitigation systems, principles, and methodologies related to heavy civil and large industrial construction projects.

* Experience in environmental monitoring and/or compliance inspection during construction.

Required Knowledge, Skills, and Abilities:

* Specialized knowledge in a field of science (e.g., meteorology, ecology, biology, forestry, wetlands, archeology), engineering (e.g., civil, environmental, mechanical) or related disciplines

* Knowledge of environmental laws and regulations and resource agencies' permitting processes and responsibilities

* Knowledge of engineering, construction, and subcontract work processes

* Skilled in oral and written communication and knowledge of computer applications

* Must be willing to work a flexible schedule if required, including, but not limited to extended work weeks, weekends, nightshift or split shift.

* This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e., harness, life vest, lift buckets, etc.)
