Please view our benefits guide here.Job Summary:Ensure regulatory and enforcement activities required by the EPA via the State of Colorado Municipal Separate Stormwater System (MS4) program and Colorado Discharge Permit System (CDPS). Assist the City to meet all six minimum control measures and other requirements under related regulations set by the MS4 permitExperience, Knowledge, Skills:Minimum Requirements
  • Bachelor's Degree or higher with course work related to construction engineering, construction management, environmental sciences, water quality or watershed management or a closely related field.
  • CPESC (Certified Professional in Erosion and Sediment Control) and/or CISEC (Certified Inspector in Sediment and Erosion Control) certification(s) required.
  • Seven (7) years' combined experience in erosion and sediment control inspections, post-construction inspections, illicit discharge response, or other related environmental fields.
Preferred
  • Preferred GIS Coursework or Certificate and/or 3 years GIS experience.
  • Preferred experience with overseeing infrastructure installation.
Knowledge, Skills, and Abilities
  • Knowledge in a specialized field such as accounting, programming, computer science, marketing, forestry, etc.
  • Ability to selectively extract, verify and compile data and/or operate specialized equipment to produce results.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint).
  • Familiarity with Cityworks and Adobe software.
  • Knowledge of GIS mobile applications.
  • Proficient in using smartphones and tablets for data collection and communication.
  • Skilled in the use of water sampling equipment.
  • Experience with gas monitoring equipment.
  • Familiarity with stormwater infrastructure tools, including Manhole picks, Rock bars, and other hand tools.
  • Ability to operate vehicles equipped with traffic control devices, such as lights and cones.
Essential Functions:
  • Serves as a backup to the Stormwater Quality Administrator, providing support with administrative tasks and ensuring continuity of operations in their absence.
  • Conduct inspections of public and private stormwater construction sites and infrastructure; inspects commercial, industrial, residential and linear construction projects to determine implementation of the approved stormwater management plan (narrative and design drawings), as well as proper installation of stormwater control measures associated with the control of pollution and impact to stormwater discharges from construction activities in accordance with Municipal Separate Storm Sewer System (MS4) and Colorado Discharge Permit System (CDPS) Permit requirements. Conducts site inspections of permanent stormwater BMPs for the post-construction stormwater management program in accordance with MS4 requirements. Conducts annual inspections of municipal facilities and other duties under the Pollution Prevention and Good Housekeeping Program in accordance with MS4 requirements.
  • Address and enforce noncompliance with permits for construction control measures and permanent stormwater BMPs through implementation of enforcement procedures. Communicate enforcement actions to meet permit requirements, including conflict resolution, ethical behavior, and negotiation skills. Educate applicable parties on City, state, and federal regulations and compliance procedures/measures. Conduct various water-quality related projects and outreach and education activities. Present at festivals, City municipal facilities education on illicit discharges and water quality standards.
  • Investigation, enforcement response, and elimination of illicit discharges to the storm system in accordance with MS4 requirements and in coordination with other City departments.
  • Coordinate with Engineering, Engineering Development Review and Building Inspection Divisions to perform site plan review, analysis, and interpretation for permits and construction plans for land-disturbing activities to ensure compliance with regulations.
  • Guide other staff such that infrastructure is installed in accordance with standard details, specifications, approved plans, and common construction practices, and interprets specifications to ensure conformance to standards and per approved plans. Research and update procedures and specifications for proper BMP design, inspection, maintenance and operations and collaborates with City staff on maintenance of permanent stormwater BMPs. Compose and prepare letters, reports, and memorandum for inspections and work activities. Development and document our portion of the stormwater program and PDD through special projects, research, technical writing, attending training, providing training, and similar.
  • Conduct water quality sampling using standard procedures.
  • Prepare for and respond to rain or flood events when flooding is affecting property or life. Other job duties as assigned.
  • Communication regarding compliance, inquiries, permit or criteria compliance, questions, enforcement, storm drainage or infrastructure site reviews, plans, permits, investigations, complaints, or inspections. Communication with vendors regarding purchases for our program, relay communication to appropriate Division representative.
  • Inspect job sites to ensure compliance with the approved landscape plans and variances prior to certification of occupancy or release of bonds.
  • Performs general inspections to ensure landscape and soils preparation compliance with the approved plans and lawn watering variances.
  • Coordinates with the Water Conservation, Code Compliance and Community Development Divisions related to landscape related issues.
  • Oversees, monitors and inspects the work of contractors to verify compliance with City's codes including landscapes.
  • Work is defined by policies, principles, and departmental objectives. Policies, even though clearly defined, are less limiting than procedures. Principles are the underlying disciplines such as engineering, law, or accounting. There is choice in determining the process to accomplish the work. Limits are set by professional standards, available resources, and program objectives established by a higher management level. The general pattern, program, or system exists but must be individualized. The what is distinctly stated; the how is primarily determined by the incumbent's own judgment. Occurs in a multitude of capacities, these may be of a goal-oriented nature, a safety related nature, customer-service related or teamwork nature. These decisions can be both in a field and office environment. All of these are guided by the requirements in the MS4 permit.

  • Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
Physical Requirements:
  • Ability to sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear.
  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devicesgraphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.
  • Employee is required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Employee is required to have visual acuity to perform an activity such as: operating machinery where the seeing job is at or within arm's reach and to operate motor vehicles or heavy equipment.
  • Employee is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes.
  • Moderate to considerable physical effort that includes working from ladders in awkward positions, frequent use of light or medium weight objects (e.g., 30 lbs) and use of medium weight tools; walking on uneven ground or having to climb, balance, stoop, kneel, crouch, crawl, and reach while performing duties; entering/exiting manholes or vaults; walking near or across rivers and ditches; working in all weather conditions at times of excessive temperatures of heat and extreme cold, working in or near moving traffic with appropriate traffic control set up;
  • The essential functions of this job require frequent balancing, bending/stooping, carrying/lifting light to heavy objects, climbing, fingering, grasping, repetitive motion, hearing, sitting, standing, talking, and walking. Occasionally the employee will be required to pull, push, reach, feel temperature, and kneel.
