Job Summary:The City of Greeley is seeking an Equipment Operator II to join the Construction Crew as part of the Transmission & Distribution team in the Water and Sewer Department. The Equipment Operator II is a key member of the construction crew, responsible for operating heavy machinery and participating in various construction and repair projects within the Water & Sewer utilities department. The role involves assisting repair crews, coordinating construction tasks, and operating specialized equipment.Experience, Knowledge, Skills:Minimum Requirements
  • High School diploma or equivalent (to be eligible to take Colorado Water certifications).
  • Valid unrestricted Colorado driving license with a good record.
  • Current Class B CDL required with the ability to obtain a Class A CDL within 6 months.
  • Class 1 Distribution Operator Certification required.
  • Ability to obtain Class 4 Distribution Operators Certification within 3 years.
  • Three (3) to five (5) years of experience in utility or water construction methods and water systems.
  • At least one (1) year of equipment operation experience.
  • Ability to use computers and software including Microsoft Outlook, Word, Excel, City Works, Oracle, ArcGIS, and Adobe.
  • Must be available and able to commit to being on-call as part of a rotational schedule.
  • Must be willing to respond to after-hour emergencies within 45 minutes, even if not on call.
OR
  • A combination of education, experience, licensure, and certifications that demonstrates the ability to perform the job responsibilities may be considered by the hiring authority.
Preferred
  • Specialized training beyond high school normally gained in a program of less than 18 months duration.
  • Class 4 Water Distribution License preferred.
  • At least Three (3) years of experience with wastewater collection operation and maintenance.
  • At least Three (3) years of experience in a construction related field.
  • One (1) year of experience with ArcGIS Pro and Field Maps.
  • Knowledge of utility locating.
  • 6 to 12 months of trades experience including concrete, carpentry, and asphalt placement.
  • Previous Team Leader experience preferred.
Knowledge, Skills, and Abilities
  • General knowledge of construction practices, city standards, and safety procedures.
  • Basic to intermediate knowledge of software and equipment operations, including heavy machinery like Backhoe, Dump Truck, and excavators.
  • Strong organizational and communication skills, with the ability to manage multiple tasks and meet deadlines.
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Microsoft Teams, Outlook, Word, Excel, etc.), CityWorks, Adobe, and the ability to learn new software and systems.

  • Knowledge of irrigation systems including pump stations, satellite controllers, checking and repairing sprinkler heads and underground pipe.

Essential Functions:
  • Operates heavy equipment such as backhoes, dump trucks, excavators, and other construction machinery for repair and installation of city water lines, valves, hydrants, and service lines.
  • Assists in the Stand-by and Crossing program and support the Supervisor with project scheduling and follow-ups.
  • Prepares routine reports or correspondence and provide data to the asset manager for GIS/ArcMaps integration.
  • Handles emergency and after-hours issues, including communication and coordination for main breaks and service leaks.
  • Participates in the ROW permitting process, reviewing, and approving permits on behalf of the Water/Sewer department.
  • Follows proper safety practices, procedures, and fellow team members, i.e., work zone setup, traffic control, personal protective equipment, etc. Make safety suggestions as appropriate.
  • Safely operates and maintains a variety of heavy equipment.
  • Trains team members on the operation, maintenance, and safety of heavy equipment.
  • Completes paperwork accurately, i.e., work orders, time sheets, etc.
  • Works independently and as part of a team.
  • Serves as team leader for teams in a variety of activities.
  • Effectively communicates in verbal and written form with citizens, supervisor, team members and other City employees.
  • Understands and follows City, Department and Division Policies & Procedures.
  • Uses good judgment in decisions regarding the operation of heavy equipment and Street/Stormwater Maintenance activities.
  • Answers citizens' questions, respond to their complaints and notify citizens of impending work, i.e., hand out flyers, assisting with traffic control during traffic accidents.
  • Responds to overtime work and after-hours calls at all times.
  • Participates as an on-call person.
  • Calculates the amount of material needed for projects, i.e., concrete, asphalt, base, dirt, and rock; research for new products that are available; ordering materials for assigned projects.
  • Enters work orders into CityWorks software.
  • Solves a variety of problems in situations where there are substantially diversified procedures, specialized standards, and only limited standardization.
  • Changing priorities or differing situations requires the employee to consider which among many procedures should be followed in what sequence to achieve the required job results.
  • Reasons to produce a practical course of action within the established process.
  • Chooses within the range of specified, acceptable standards, alternatives, and technical practices. Example(s): Assist trouble shooting problems as they arise.
  • Makes decisions during the absence of a Supervisor and Equipment Operator III to offer suggestions on assignment tasks.
  • Prioritizes projects to enhance productivity.
  • Develops and monitor program goals to attain them.
  • Main contact with citizens in the field.
  • Makes changes in the field due to inclement weather conditions., i.e., stop chemical spraying due to high winds; cancel concrete pour when subgrade does not meet proper compaction, and stop all projects when there are safety concerns for the team or citizens.
  • Makes changes in traffic control patterns to ensure the safety of citizens and team members.
Equipment Operation
  • Proficient operations in loaders, backhoes, graders, track hoe, tractor with plow, mowers, seeder and sprayer attachment, tandem and single axle dump trucks with and without front/wing plows and spreaders with computerized controls, skid steer with all attachments, semi-tractor trailer, snow blower attachment for loader, and asphalt zipper.
  • CDL Class A with tanker and air brake endorsement and flagger certified.
  • Required to be on-call for emergencies on a rotational basis.
Safety
  • Conducts daily communication meetings, snow training, team meetings, monthly ten-minute safety videos, safety workshops and Equipment and Personnel Protective Equipment training.
  • Assists with mandatory and voluntary training the City requires that include proper traffic control, flagger certified, defensive driving, hazardous material, confined space, seminars, videos, workshops, and conferences.
  • Provides all in-house equipment operating training for all Equipment Operator I's and maintenance tech team members.
Paperwork
  • Completes daily work orders and inputs them into the CityWorks work order system, completes monthly pothole patching report, updates the Division Operational Manual yearly.
  • Completes and submits permits to Engineering Division for approval, and traffic control designs and submits to the Traffic Division for approval.
Supervisory Responsibilities: No supervisory responsibility. May serves as a Team Leader in a variety of settings.Travel: This position is primarily spent in the field up to 85% of a daily schedule within City limits; may travel to worksites in the Northern Colorado area a few times per year or to attend training conferences. Work Environment and Physical Requirements:
  • Frequently works in an outdoor environment subject to severe weather conditions, extreme heat and cold.
  • Frequently works in and around equipment, traffic and materials with fumes, noise, dust, dirt, heat, vibration, and flying objects.
  • Frequently works in or around equipment in potentially dangerous situations, i.e., traffic, work zones, steep ditch banks, manholes, and/or confined spaces, trenches, overhead/underground utilities, snow, and ice-covered streets, etc.
  • Responds to overtime work and after-hour calls, particularly during emergencies and inclement weather.
  • Frequently work with objects weighing up to 15 pounds. Regularly work with objects weighing 30-50 pounds, and occasionally work with objects weighing 50-100 pounds in various positions such as pushing, pulling, lifting in various body positions including above shoulder height.
  • Moderate to considerable physical effort that includes working from ladders in awkward positions. Frequent use of light or medium weight objects (e.g., 25-50 lbs.) and use of medium weight tools.
    • Example(s): Filling and loading sandbags 35 pounds each, shoveling different types of materials, handling rip rap, breaking concrete with jack hammers, handling concrete forms, tree stumps and branches, inlet grates.
  • Manual dexterity enough to complete work tasks through safe and proper operation of hand tools, power tools, motorized equipment, and confined space entry.
  • Possess the strength and stamina to frequently shovel and rake asphalt during an 8-10-hour shift. Other tasks include laying pipe, concrete work, patching asphalt, rip rapping, trimming trees, weed mowing, weed spraying, cleaning storm sewer inlets, etc.
  • Move equipment and/or materials safely over uneven surfaces and terrain.
  • Sit for long periods of time in the equipment (8-12hour durations).
  • Frequent sitting, standing, walking, stooping, bending, climbing, pushing, pulling, reaching, etc.
  • Vision and hearing abilities are required to operate a variety of light equipment in traffic and in work zones.
  • Equipment Used: Loader, motor grader, backhoe, skid steer, Storm Cleaning equipment, street sweeper, rollers, tractor with attachments, single/tandem axle dump trucks with and without spreader and plow, water trucks, semi-tractor with trailer, two-way radio, computers, computerized/automated equipment controls, gas detection monitors, tripod and harness for confined space entry and radio detection equipment.
  • Dangerous to considerable hazards reflect a frequent exposure to conditions that are unpredictable and may lead to injury.
    • Example(s): Traffic during all maintenance repairs in right-of-way. Being aware of your surroundings during heavy equipment operations. Working in adverse weather conditions. Use caution while working in right-of-way. Utilize flaggers when working in traffic and right-of-way. Working around power lines, confined space, and working in trenches.
