Salary: $20.48 HourlyLocation : TX 75702, TXJob Type: Regular Full-timeJob Number: 994820 & 994841Department: StreetsOpening Date: 03/15/2024Purpose Of Position The purpose of this position is to be responsible for the safe and efficient operation of Equipment Support maintenance equipment; light and heavy vehicles on assigned projects or activities of a public works nature. The position requires manual labor work, whichwill be completed alone or as part of a crew. You will perform a variety of manual tasks and activities, i.e., Operate heavy equipment, and perform work in Street management. Work includes maintenance, cleaning, and service equipment, emergency needs, vehicles, tools, and work area. Inspects vehicles for required supplies, materials, and equipment. Observe and follow safety procedures and precautions at work sites. This position is designated among essential personnel and requires reporting to work during all significant weather events or emergency incidents. -Direct Supervisor: Crew Leader and Foreman Essential Functions
  • Oversees the sealing of roadway cracks, pours, and finishes concrete, places hot or cold asphalt mix, and other materials required for general road maintenance and repairs to required standards. Experience safely operating specialized trucks/machinery/heavy equipment used within each of the divisions to complete a variety of tasks, including, but not limited to, hauling, dumpling, and spreading gravel, sand, asphalt, plowing snow, picking up and hauling trash, and transporting Street Department equipment, tools, and material.
  • Experience safely operating specialized trucks/machinery/heavy equipment used within each of the divisions such as the Hot Mix Patch Truck Volumetric Cement Truck, Asphalt Distributor, Milling Machine, Grade all, Maintainer-Motor Grade, Backhoe/Loader, Skid Loader, as well as other light/heavy equipment engaged in highly complex road reconstruction. Identifies hazards to determine if the job can be performed safely; conducts required safety checks. Knowledge of materials, methods, and the tools involved in the construction of highways, and roads.
  • Inputs, manages, and utilizes inspection and other data and communications using the City Works database and Geographic Information System (GIS).
  • Maintains a safe work area, including places and removes cones, barricades, warning devices, and/or directs traffic at work sites to ensure the safety of work crew and public; cleans up work sites upon completion of the job; picks up all tools and equipment; secures the job site if returning later.
  • Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or courses as directed.
  • Performs other duties and functions as assigned, required, or directed, or which are necessary, readily apparent, or related to other duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of materials, methods, and tools involved in the construction of highways, road curbs, and gutters. As well as knowledge of design techniques, tools, and principles involved in the production of precision technical plans. Safely and correctly apply road construction and maintenance techniques. Safely operate light and heavy road maintenance and construction vehicles and equipment.
  • Knowledge of how to safely operate, but not limited to gas-powered jackhammers, tampers, saws, backhoes, grade all, 1- or 2-ton trucks, mini and large excavators, off-road vehicles, industrial mowers, skid steers, chain saws, or woodchippers.
  • Ability to adhere to the personal protective equipment (PPE) policy and maintain individually provided PPE in a functional condition. All uniforms and PPE should be clean and equipped when scheduled to work.
  • Attend shifts according to company policy. This position is subject to responding to emergencies after normal working hours. Occasional overtime required. Ability to be flexible with last-minute schedule changes, location changes, and time of shift change.
  • Establish and maintain effective working relationships with City employees and officials, representatives of outside agencies, and the general public. Both verbal and written communication, including conveying and following instructions and providing information to the public. Understand and follow instructions and communicate effectively, as required.
  • Knowledge and adherence to all applicable State and Federal laws; local ordinances; City and Departmental policies, procedures, rules, and regulations. Knowledge and adherence to the Texas Motor Vehicle Code and other codes, laws, and statutes relating to the given position.
  • Hands-on experience with Microsoft Suite, Database management, and web applications.
  • Endeavors to continuously improve the services provided to the citizens of Tyler.
  • Must have a strong work ethic and be able to manage time to effectively meet deadlines.
Physical characteristics: The job requires to be able to twist and kneel for up to 6 hours daily: bend, turn, climb, crouch, and crawl up to 2 hours daily; stoop for up to 3 hours daily; walk, sit, and stand up to 4 hours daily; grasp objects up to 8 hours daily, lift and carry up to 80-lbs., push or pull up to 20-lbs., grasp up to 8-hours. May be exposed to vehicular traffic and must follow all maintenance of traffic (MOT) procedures. Environmental factors: This is an essential department, all staff will be called to SERVE with all storms, catastrophes, emergencies, or as otherwise needed. Physical ability to work under temperature extremes and for extended hours. Working within confined spaces can be necessary for some tasks. Working in the proximity of light and heavy machinery. Minimum Qualifications Education and Experience: Must have a High School diploma or GED. Must have one (1) year of experience operating heavy equipment safely around others, as well as the mechanical experience to make minor repairs on the equipment listed above. Must have a valid Texas Class B Commercial Driver's License with air brake endorsement with a clear driving record.A combination of education, experience, or training that has prepared the incumbent to perform the essential duties of the position may be considered.
