Job Description:

Purpose

The purpose of this classification under general supervision is to operate heavy street sweeper equipment. Employees in this classification perform skilled work in controlling street sweeping equipment; perform routine maintenance such as changing brooms adjusting dirt deflectors and cleaning assigned equipment. Performs related work as required. May be required to operate a wide variety of trucks and other moderate to heavy weight automotive equipment and/or machinery.

Drug Screening

NOTE: This position requires a drug screen. If applicant did not receive drug screening upon initial hire with the City; applicant will be required to submit to drug screening prior to accepting this position.

Education; Training and Experience

High school diploma or GED; supplemented by at least two (2) years previous experience and/or training involving safe and effective operation of several of the equipment items listed herein; a portion of which should be acquired at the Operator II level.

SPECIAL REQUIREMENTS

Possession of and the ability to maintain a valid Commercial Driver's License (CDL) Class B; preferred. May require a Class A with applicable endorsements; depending on assigned department.

Job Description

ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Operates graders tractor mounted backhoes heavy transport vehicles large vactor sewer cleaning machinery and/or boom mowers as applicable to assigned department. Operates trucks flatbeds tanks steel/rubber wheel rollers and/or tandem dump trucks in transporting of personnel tools equipment and/or materials as applicable to assigned department. Operates tractors end loaders and/or riding greens mowers for the purpose of mowing greens lots road shoulders and/or recreational areas as applicable to assigned department. Operates tractors equipped with stump cutters street brooms etc. as applicable to assigned department. Operates truck mounted equipment and machinery such as bucket hoists hydraulic cranes and pressure and chemical sprayers as applicable to assigned department. Operates a variety of small equipment such as jackhammers concrete saws chain saws skill saws edgers wet dry vacuums etc. as applicable to assigned department. Uses a variety of handheld tools and equipment applicable to assigned department (i.e. shovels rakes post hole diggers and standard mechanics tools). Observes safe and proper operating procedures when operating equipment machinery and/or tools in accordance with established and prescribed standards. Performs routine cleaning maintenance fueling and/or servicing of assigned equipment machinery and/or tools to maintain safe and proper operating condition. Operates assigned equipment machinery and/or tools in performing work assigned to the Maintenance Worker classification.

MARGINAL FUNCTIONS Performs a variety of routine facility maintenance tasks as applicable to assigned department (i.e. painting cleaning floor aintenance grounds upkeep). May function in a lead capacity for a group of workers as assigned. Performs other related duties as required.

Includes judging whether readily observable functional structural or compositional characteristics are similar to or divergent from prescribed standards procedures or routines.

Human Interaction: Requires the ability to exchange information for the purpose of obtaining information or clarifying details. Performs such within well-established policies procedures and standards.

Equipment Machinery Tools and Materials Utilization: Requires the ability to operate and control the actions of equipment machinery tools and/or materials requiring complex and rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of descriptive data and information such as maps diagrams and operating procedure manuals.

Mathematical Aptitude: Requires the ability to perform addition subtraction multiplication and division; may require ability to calculate decimals and percentages; may require ability to utilize principles of fractions; may require ability to interpret graphs.

Functional Reasoning: Requires ability to carry out instructions furnished in written oral or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning: Requires the ability to exercise the judgment decisiveness and creativity in situations involving a variety of generally pre-defined duties that are often characterized by frequent change.

Physical Ability: Tasks involve the ability to exert heavy physical effort in heavy work with greater emphasis on climbing and balancing but typically also involving some combination of stooping kneeling crouching and crawling and the lifting carrying pushing and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination.

Environmental Factors: Tasks may risk exposure to extremes in temperature and weather conditions dusts pollen strong odors and/or smoke and strong and/or toxic agents/chemicals.

PERFORMANCE INDICATORS

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job: Has thorough knowledge of the methods procedures and policies of the City of Daytona as such pertain to the performance of the essential duties of an Equipment Operator III. Has thorough knowledge of principles and practices of safe and effective operation of moderate to heavy equipment and truck operation to include truck mounted equipment and apparatus as applicable to assigned department. Has thorough knowledge of the laws ordinances standards and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has considerable knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel as well as any external entities with which position interacts.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Quantity of Work: Performs described essential functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Dependability: Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives policy standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical human and conceptual areas.
