DEFINITION/SUMMARY:Works under the supervision of the Superintendent (Streets and Right of Ways) and the Deputy Engineering and Public Works Director and at times under the supervision of a crew leader/Equipment Operator and is reviewed for compliance with established procedures while working, and through review after task completion: may supervise other equipment operators, truck drivers, skilled laborers and laborers along with performing tasks required to maintain and repair asphalt and concrete surfaces, clean road ditches and sidewalks of debris, rights-of-way, and clean roadways of snow and ice during winter months. May perform duties requiring some skill in carpentry, masonry, pipe laying, and other learned traits. Frequently operates backhoe, grader, hydraulic excavator, street sweeper, vacuum truck, flusher truck, hillside mower, bucket truck, skid steer loader, dump truck, dump truck with snow plow/spreader, three (3) ton roller, truck and trailer mounted generators, air compressors, and any other equipment as specified.ESSENTIAL DUTIES/EQUIPMENT USED Performs various manual labor tasks required to maintain and repair city streets (i.e. shoveling materials, loading/unloading trucks, and operating handheld power tools and equipment). Responsible for operating dump trucks used for hauling bulk materials as well as various other trucks and attachments, including a bucket truck, as needed and assigned by another Equipment Operator, Superintendent II (Streets and Right of Ways) and the Deputy Engineering and Public Works Director or any other assigned supervisor. Operates trucks and equipment such as farm or lawn tractors, flusher truck, street sweeper, dump truck, dump truck with snow plow/aggregate spreader, three (3) ton roller (or larger), truck and trailer mounted generators, compressors, etc., rubber tire front end loaders, gas powered asphalt roller, chainsaw, forklift, manual rollers, asphalt paver, crack sealer, tamper, shovel, pick, light-duty trucks, and other equipment smaller than three (3) tons. Cleans street ditches, culverts, sidewalks, right of way and curbs of leaves, garbage, trees, tree limbs, and other debris. Shoveling, using a leaf blower, rake and broom. Erect and maintain the appropriate regulatory warning information and guide signs for the safe and efficient operation of the roadways. Helps prepare right-of-way and areas for special events. Participates in on-call rotations for emergency responses, storm and snow events. Works to treat city streets for snow and ice using both snow and ice removal equipment and hand- held tools. Reports any equipment or vehicles concerns to the supervisor and mechanics. Responsible for planning and scheduling various work crews within the Public Works Department, including the estimation of materials in duty assignments. Cleans equipment and tools used during the workday. Promotes an image of professional, courteous service as a representative of the City of Morgantown. Employee encounters occasional contact with other departments and general public. Maintains paperwork, as needed and assigned by supervisors, describing materials, equipment, and personnel used during the day. Performs duties as assigned by supervisor orally or in writing in a timely fashion. All training suggested and provided by supervisor will be attended. A positive attitude and class environment shall be maintained whether in the classroom or on a jobsite. Wears all PPE required and follows all safety policies. May be required to keep records and work logs. May encounter homeless encampments and trash containing sharps/needles. Appropriate response will be required. Training will be provided. Employees will use computers and other equipment to receive/send communication, submit timesheet, request vacation, complete required training, and more.WORKING CONDITIONS/PHYSICAL REQUIREMENTS:Employee spends a majority of work shift using equipment and performing tasks requiring repeated bending, crouching, stooping, stretching, or crawling. Occasional activities require working from elevated workspaces. Daily operations require unaided lifting of objects weighing as much as fifty-one(51) pounds.Employee spends most of the work shift outdoors or in a truck/piece of equipment. Daily conditions encountered include odors, fumes, dust, dirt, noise and vibration. Other conditions vary with precipitation and seasonal changes.Hazardous conditions encountered daily include, but are not limited to: Constant hazards: Danger from passing traffic, working with hot asphalt, mechanical hazards when using rollers and other heavy equipment, (i.e. crack sealer, paver, chipper etc.) fall hazards, and entering confined spaces. Occasional hazards: Tripping or slipping due to terrain and weather conditions, traffic accidents when working to remove snow and ice, and earth or brick cave-ins when laying pipe or working in manholes or drops. Possible hazards: Contact with extremely hazardous or toxic waste, sharps/needles, and other debris when making deliveries of trash to the landfill, hazards associated with working around large vehicles on narrow roads and steep grades and various weather conditions.*City of Morgantown is an EOERequirementsMINIMUM QUALIFICATIONS: Requires a minimum of three (3) year supervisory experience or experience managing projects, with projects that supervise three (3) are more employees. Three (3) years of experience operating equipment related to street construction and/or maintenance. Requires five (5) year of general construction experience. Requires the ability to understand and act on oral and written instructions. Requires the ability to work without supervision. Requires the ability to lift, unaided, objects weighing as much as fifty-one (51) pounds. Requires knowledge of safe construction and work standards.LICENSURE/CERTIFICATIONS: Requires possession of a valid State of West Virginia Class A CDL driver's license with Tanker endorsement.EDUCATION High school education or equivalent.PREFERRED QUALIFICATIONS: Five (5) years of experience operating equipment related to street construction and/or maintenance. Ability to read and understand construction plans and blueprints Training in First Aid, CPR, and safe driving. Significant experience using common street equipment such as dump trucks, excavators, snow plows, rollers, graders, sweepers, flushers, tractors, bucket trucks, etc.
