Salary: $21.03 - $28.02 HourlyLocation : ROCKWALL, TXJob Type: FULL TIME BENEFIT ELIGIBLEJob Number: EQUIP OP 9/5/24Department: STREETSOpening Date: 09/05/2024Closing Date: ContinuousDescriptionUnder direct supervision of the Streets Maintenance Crew Leader, performs semi-skilled work requiring basic operation of simple to moderately complex equipment for the City. The position generally functions as part of a crew engaged in maintenance and repair of City streets, roadways, and right-of-ways. Employees in this class possess dexterity and manipulative ability, utilize a variety of hand tools and equipment in the performance of tasks, and usually work in adverse environmental conditions. Position ensures the proper functioning and care of assigned equipment.Examples of Essential Functions
  • Operates simply to moderately complex equipment, i.e., backhoes, paving machines, power brooms, front-end loaders, jackhammers, concrete/asphalt cutters.
  • Operates various types of trucks in the hauling and distribution of materials, i.e., dump trucks, sand trucks, tar trucks, water trucks.
  • Prepares assigned equipment for safe and efficient operating condition by inspecting prior to and after use.
  • Maintains and repairs culverts.
  • Locates and patches potholes.
  • Cuts and removes brush from City streets and rights-of-way.
  • Performs regular and preventive maintenance, and minor repair on assigned equipment.
  • Participates in setting-up traffic control devices such as signs, barricades, and cones.
  • Completes work orders and pothole location logs.
  • Functions on call for emergency stand-by duties and repairs.
  • Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.
Education and ExperienceHigh school diploma, GED, or vocational training; supplemented by minimum 3 years work experience that demonstrates the ability to safely and effectively operate the aforementioned equipment and machinery; or an equivalent combination of education, training, and experience. Must possess or obtain a valid state Class A CDL driver's license within (12) months of hire. Supplemental InformationKnowledge, Skills, and Abilities:
  • Considerable knowledge of the various types of semi-skilled manual work performed in maintenance and repair of municipal streets, roadways, and right-of-ways.
  • Considerable knowledge of the various types of manual, gas, or diesel-powered equipment employed in maintenance and repair of municipal streets, roadways, and right-of-ways.
  • Considerable knowledge of potential hazards of the materials and equipment used in performing assigned tasks.
  • Considerable knowledge of occupational safety rules and practices associated with performing duties in traffic and adverse weather conditions.
  • Skill in operating assigned equipment.
  • Ability to perform manipulative tasks requiring eye/hand/foot coordination.
  • Ability to perform heavy manual tasks.
  • Ability to follow oral and/or written directions.
  • Ability to establish and maintain effective working relationships with supervisor, fellow employees, and the public.
  • Ability to work in a variety of adverse environmental conditions.
  • Ability to estimate materials and supplies necessary to perform specific tasks

Physical Requirements:
  • Tasks involve frequent walking, standing; some lifting and carrying of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
  • Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds or over) items.
  • Tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.
Environmental Requirements:
  • Tasks require exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes).
  • Tasks require exposure to extreme heat/cold or extreme weather conditions.
  • Tasks require exposure to strong odors and/or smoke, toxic chemicals, dust or pollen.
Sensory Requirements:
  • Tasks require sound, depth and visual perception and discrimination.

Additional Life and AD&D may be purchased up to 2 x annual pay. There is no maximum accruals for sick leave.Retirement Texas Municipal Retirement System (TMRS)-2:1 match.A required 7% of gross earnings are deducted each pay period and deposited into the member's account. Upon retirement, the City will deposit it's portion of the matching funds at 14%. The City also participates in Social Security. Deferred Compensation The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.LongevityAfter completing one year of continuous service, employees will receive $5/month for Longevity Pay. This benefit is usually paid out each December.Supplemental Benefits The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC.Flexible Spending AccountsParticipation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees.Wellness ProgramThe City of Rockwall administers a wellness program for full-time employees which provides an incentive for obtaining a wellness exam each year.
