Soil Conservation Division

Performs technical work and inspections in conjunction with the application of soil erosion control practices and carries out this work in accordance with the procedures and standards outlined in the N. J. Soil Erosion and Sediment Control Act, Chapter 251, P.L. 1975 for the reduction of soil erosion and sedimentation damages.

Essential Functions

* Performs on-site inspections on construction sites to ensure the project is in accordance with the certified control plan.

* Maintains complete reports and documentation of all inspections, field and plan changes and coordinates, as required, action with local municipal officials.

* Reviews and responds to email communications in a timely and professional manner.

* Operates within the District and State guidelines and standards.

* Prepares and documents all enforcement action to assist in resolving erosion control violations in accordance with District and State guidelines and policies.

* Determines the completeness of applications submitted for certification of the erosion control plan.

* Consults with the Erosion Control Specialist I on technical matters relating to soil erosion control.

* Ensures all work related to the NJ Soil Erosion and Sediment Control Act is performed in accordance with State policy, procedures and standards.

* Determines if a Stormwater Discharge Permit is required under the program the district administers for the Department of Environmental Protection.

* Works with the job supervisor to resolve erosion problems on construction sites and make determinations as to the need for revised erosion control measures or enforcement action.

* Investigates and resolve complaints relating to erosion control. This must be accomplished by using the established State and District guidelines and procedures.

* Ensures accurate documentation and maintenance of complete files on all actions.

* Makes decisions concerning the implementation of the approved plan. These decisions involve the evaluation of the need for erosion control practices indicated on the plan based on field and construction conditions.

* Manages the inspection schedule within a general framework and must establish inspection priorities based on current workload and the environmental sensitivity of the sites.

* Performs other related duties as assigned by Divisional and Departmental management.

Essential Qualifications

* Bachelor of Science degree in Environmental Sciences/related field or associate degree in a related filed and two years of experience in the field of related areas.

* Ability to read and understand site and subdivision plans.

* Strong understanding of construction methods and practices.

* Understanding of municipal, County and State governmental review and approval processes.

* Ability to prepare clear information and technically accurate reports.

* Ability to communicate professionally in both large and small group settings.

* Possess a valid NJ driver's license in compliance with County standards.

Preferred Qualifications

* Possess a professional certification such as Certified Erosion, Sediment and Storm water Inspector (CESSWI).

* Knowledge of County policy and procedures
