Job Summary:The position of Erosion and Sediment Control/Stormwater Management Dual Combined Administrator performs responsible professional work in the review of erosion and sediment control plans, storm water management plans, stormwater pollution prevention plans (SWPPP) and associated drainage calculations; performs inspections during construction of development projects to ensure compliance with County and other regulated codes; performs post-construction inspections of storm water management facilities for compliance with County and other related codes; enforces County and other related codes as applied to erosion and sediment control measures and storm water management facilities; program administrator for Botetourt's Virginia Stormwater Management Program (VSMP) and Virginia Erosion and Sediment Control Program (VESCP); does related work as assigned.Key Responsibilities/Essential Functions:• Always do the right thing.• Helps promote the vision, mission, and values of the Department and the County.• Performs inspections during construction of development projects to ensure compliance with County and other regulated codes.• Performs post-construction inspections of erosion and sediment control facilities and storm water management facilities for compliance with County and other related codes.• Responsible for enforcing County and other related codes as applied to erosion and sediment control facilities and storm water management facilities.• Provides contractors and the general public with technical information relating to erosion and sediment control and storm water management projects.• Reviews development plans with regard to drainage, utilities, erosion and sedimentation control and storm water management.• Reviews and approves erosion and sediment control plans, floodplain construction, drainage, and other engineering design work.• Inspects work in progress and upon completion for compliance with County and other codes.• Interfaces with the development community and general public in resolving concerns and drainage or erosion complaints.• Keeps records and makes reports of inspections for E&S and VSMP.• Handles enforcement activities related to the Erosion and Sediment Control Program and VSMP.• Inspects new construction sites for practicability of plans.• Communicates with the public and property owners regarding inquiries and complaints concerning inspections.• Responsible for documenting and maintain records and reports of inspections.• Makes oral and written reports• Performs other related duties as assigned.Job Requirements:• Minimum of a two (2) year degree in civil engineering or related field preferred.• Minimum of two (2) years' experience in erosion and sediment control and stormwater management required.• Certification as a Dual Combined Administrator through the Virginia Department of Environmental Quality, or the ability to obtain the Certification within one year of employment.• Thorough knowledge of the equipment, methods, and procedures involving the construction, maintenance and repair of erosion and sediment and stormwater management facilities.• Knowledge of the County's Erosion and Sediment Control Ordinance, Stormwater Management Ordinance, and other related codes.• Knowledge of the principles and practices of civil engineering as related to erosion and sediment control and storm water management as well as the preparation of plans and specifications for the same.• Ability to read and interpret maps, plans, specifications, and blueprints accurately in order to compare them with construction in progress• Must be able to conduct field investigations involving citizen complaints concerning VESCP & VSMP violations.• Must possess excellent communication skills in order to interact with the general public, state and federal governmental agencies, developers, and contractors.• Knowledge in drainage calculations and detention basin design.• Previous experience with AutoCAD, ESRI or similar GIS software preferred.• Must possess the ability to keep and maintain detailed records and prepare reports.• Must possess a valid VA driver's license and maintain a good driving record.Physical Demands/Special Work Environment:• Frequently operates a computer, other office equipment. These tasks involve movement such as picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.• Substantial movements (motions) of the wrists, hands, and/or fingers.• Exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.• Required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.• Worker must be able to remain at workstation in a stationary position for up to 50% of the time.• The person in this position needs to occasionally move about inside the office to attend meetings; access files, office machines; to interact with County employees.• The person in this position frequently communicates and exchanges information with design professionals, owners, developers, consultants, co-workers, officials and members of the general public, contractors, and other governmental agencies to support, promote, and achieve County goals and objectives. The person in this position frequently communicates and exchanges information with.
