Salary: See Position Description Location : Town of East Hartford, CT Job Type: Part-Time Job Number: 00243 Department: Information Techology Opening Date: 08/16/2024 Closing Date: 9/29/2024 11:59 PM Eastern POSITION DEFINITION The Town of East Hartford is in search of an outstanding team player to fill this Part-time temporary role, which reports to the Chief Information Officer. The individual in this position will concentrate on comprehending the workflows and procedures within Finance and Human Resources, with the aim of integrating these processes into the Town's ERP system. This will enhance the Town's ERP utilization efficiency and further transition away from paper-based processes.   • Evaluate ERP use for Finance and Human Resources and support project management oversight in deploying new software components or reworking existing modules to fall in line with department operations and goals.
  • Create and develop reports in the Tyler TRS reporting module, including the conversion of existing Crystal Reports to TRS based on inventory list and priorities of the Finance Department.
  • Supports and implements projects that maximize use of the ERP system. This includes working with Finance/Payroll and HR to implement electronic Personnel Action forms.
  • Supports reviews of existing roles, permissions, and role groups and, working with Finance team to support documentation, cleanup, and improvements as possible.
  • Supports documentation of basic systems operations (account setup, role groups defined, standard workflows) to provide training for business continuity.
  • Supports technical troubleshooting by collecting user data and ensuring reporting to the vendor where an application problem is found, or to the IT support team where a systems issue is identified.
  • Tracks and follows up on open systems issues with vendor as identified.
  • Works closely with the Towns Information Technology team, specifically applications support, to facilitate the creation of new ERP reports in the Town's system of record or isolate and address technical problems to support faster resolution.
Works under the general direction of the Chief Information Officer and Finance Director. KNOWLEDGE, SKILLS AND ABILITIES
  • Considerable knowledge and experience with Tyler ERP (AKA: Tyler Munis)
  • Considerable knowledge of standard ERP maintenance such as Role Based Access Controls (RBAC), workflows and general system settings.
  • Considerable knowledge of finance and human resources functions as they related to ERP systems.
  • Knowledge and experience with writing financial reports using tools such as Microsoft SQL Server Reporting Services (SSRS), Crystal Reports, Business objects or similar tools.
  • Project organization/management experience desired.
  • Outstanding oral and written communication skills.
  • Outstanding Interpersonal ability.
JOB QUALIFICATIONS AND LICENSING The skills and knowledge required would generally be acquired with a bachelor's degree in computer science and three (3) years of increasingly responsible experience in computer operations and programming, or an equivalent combination of education and experience.
