Job Description:
Job Title: Incident Investigator The offer is a full-time position with full-time Office/Project. No remote/telework options. Project Overview: Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. Job Summary: Implements the safety management program by investigating and reporting the causes and contributing factors of environmental, safety, and health events. Monitors worker performance in the field to identify performance deficiencies and coach workers to restore compliance with Bechtel safety and performance standards. Identifies, measures and reports on trends impacting site safety performance. Works directly with project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document controls) to assist them in facilitating, investigating, and analyzing incidents. Major Responsibilities: Provides assistance in a wide variety of Environmental, Safety, and Health (ES&H) disciplines to facilitate implementation of Bechtel's ES&H program and ES&H Management System to include aiding compliance with Bechtel's ES&H standards, applicable regulatory requirements, and contractual commitments Investigates, determine the underlying causes, contributing factors and corrective actions for complex environmental, safety and health events as a subject matter expert in a highly matrixed organization. Assists with incident notifications, leads investigations, and prepares incident investigation reports Coach and assist field level ES&H representatives in investigating and reporting of low-level events. Assists in the identification and correction of performance trends impacting safety performance using principles of statistical analysis and statistical process control as part of continuous improvement. Leads teams in conducting risk assessment, studies, mitigation planning, and monitoring in response to ES&H issues Maintains ES&H databases, inclusive of incident events, audit/assessment findings, and corrective actions Prepares communications, writes reports, and prepares documents for program execution and records retention Researches complex issues and provides regulatory interpretation and technical advice Recommends and implements improvements in processes, procedures, and work activities to minimize hazard potential Assists in the development, implementation, and maintenance of programs, systems, and procedures necessary for the safety and health of employees and protection of the environment and communities Identifies and supports any unique software systems and electronic innovation used by ES&H personnel Participates in and may lead employee training, emergency preparedness, and quality assurance programs Provides support to ES&H field and office personnel, inclusive of all ES&H disciplines Education and Experience Requirements: Bachelor's degree (or international equivalent) in ES&H, Management or related science/engineering discipline and 5-8 years of relevant experience or 9-12 years of relevant work experience. Required Knowledge, Skills, and Abilities: Formal training and certification in Root Cause Analysis is required. Certification in Tap Root, Apollo, Blue Dragon, or Six Sigma is highly preferred. 5 years practical experience as a Root Cause Analyst in a large construction, operating, or governmental organization is required. Excellent verbal and written communication skills. Ability to explain, explore and discuss safety issues with range of stakeholders Working knowledge of best professional ES&H practices in conducting accident investigations, compliance audits and project health surveys. Demonstrated ability to work independently and autonomously as a subject matter expert in the field of Root Cause Analysis. Proven ability to operate effectively and work collaboratively in a complex integrated organization. Knowledge of safety procedures, engineering and construction systems, principles, and methodologies Prior training and experience in formal root cause analysis methodologies Prior experience as a root cause analyst in a large construction or operating company Prior experience working within a performance improvement or continuous improvement department Additional Information Must be willing to work a flexible schedule if required, including, but not limited to nightshift or split shift.
